Job Description:

The Senior Specialist, Subcontracts is responsible for managing subcontract procurement activities in support of defense and aerospace programs, including cost, schedule, and performance requirements for specialized materials, equipment, and services. This role supports the full subcontract lifecycle, including sourcing strategy development, solicitation, proposal evaluation, negotiation, award, and post-award administration, while ensuring compliance with contractual, regulatory, and business requirements. Working under general supervision, this position contributes to program execution by managing supplier relationships, mitigating subcontract risk, and supporting operational and project objectives in a highly regulated environment. This is an opportunity to join a mission-focused team supporting complex programs and critical customer commitments.

Essential Functions:

  • Manages subcontract activities for specialized materials, equipment, and services in support of defense and aerospace programs.
  • Develops subcontract specifications, statements of work, sourcing plans, and terms and conditions to support program and business requirements.
  • Prepares bid packages, solicits proposals, conducts bidders' conferences, and supports the subcontractor selection process.
  • Analyzes and evaluates subcontract proposals based on technical, cost, schedule, and performance considerations.
  • Negotiates subcontract pricing, terms and conditions, schedule commitments, and other business provisions within established authority.
  • Issues subcontract awards and administers subcontracts through the full lifecycle, including performance monitoring, funding actions, modifications, and closeout
  • Assesses supplier risk, including financial, schedule, technical, and performance risk, and develops mitigation plans to support program execution.
  • Negotiates and coordinates subcontract additions, deletions, changes, and other modifications in collaboration with internal stakeholders.
  • Partners with program management, contracts, engineering, supply chain, quality, finance, and other functional teams to ensure subcontract execution aligns with technical, contractual, and schedule requirements.
  • Maintains accurate subcontract documentation and supports audit readiness, reporting, and compliance with company policies and regulatory requirements.
  • Participates in the development and improvement of subcontract policies, procedures, and processes.
  • May sign supplier agreements and purchase orders within delegated authority.

 

Qualifications:

  • Bachelor's degree and a minimum of 6 years of prior relevant Contracts experience or Graduate degree and a minimum of 4 years of prior related Contracts experience. In lieu of a degree, a minimum of 10 years of prior related Contracts experience.
  • Travel up to 10% may be required.

Preferred Additional Skills:

  • Experience supporting defense, aerospace, or other government contracting environments
  • Experience in subcontracts, contracts, procurement, supply chain, purchasing, or supplier management.
  • Experience supporting solicitation development, proposal evaluation, subcontract negotiation, and subcontract administration.
  • Experience managing subcontract cost, schedule, and performance requirements
  • Experience working with subcontract documentation, terms and conditions, and purchase or subcontract lifecycle processes.
  • Experience using enterprise resource planning systems or similar business systems in support of subcontract management.
  • Knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and subcontract flow-down requirements.
  • Experience developing statements of work, requests for proposals, and subcontract terms and conditions for complex materials or services.
  • Familiarity with cost analysis, price analysis, and subcontractor risk assessment methodologies.
  • Experience administering cost-reimbursement, fixed-price, time-and-materials, or other subcontract types.
  • Working knowledge of export compliance considerations, including International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR).
  • Experience supporting subcontract modifications, funding actions, earned value considerations, or supplier performance improvement initiatives.

In compliance with pay transparency requirements, the salary range for this role in California, Massachusetts, New Jersey, Washington, and the Greater D.C. area, Denver, or NYC areas is $91,500.00 - $170,500.00. The salary range for this role in Colorado state, Hawaii, Illinois, Maryland, Minnesota, New York state, Cleveland Ohio, Vermont and Virginia is $79,500.00 - $147,500.00. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
