Summary
THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a IT SPECIALIST (CUSTSPT), Position Description Number D2526P0A and is part of the PA Deputy Chief of Staff G6, National Guard.

As an IT SPECIALIST (CUSTSPT), GS-2210-09, this is a developmental position. The next full performance target level (FPL) for this career ladder assignment is Information Technology Specialist (CUSTSPT) GS-2210-11, D2526P01. The incumbent performs GS-2210-09 duties under closer than normal supervision. Must complete at least 12 months of specialized work experience at this grade to successfully achieve the GS-2210-11 competency. Perform the basic duties and has the basic responsibilities as described in the GS-2210-11 position description; however, detailed assistance, guidance, and support from the supervisors and co-workers are provided, as required, until statutory and performance requirements for advancement to the next higher level are met. Receive formal and/or on-the-job instructions designed to familiarize incumbent with the functions and operations of the program area and work responsibility. Perform other duties as assigned. Incumbent is considered eligible for non-competitive promotion to target position upon meeting time-in-grade restrictions and the following requirements: (1) Incumbent demonstrates ability to perform at target grade level; (2) Higher level work exists at target grade level; (3) Increased responsibilities are assigned; (4) Supervisor recommends promotion; (5) Incumbent completes all required training and conditions of employment, and (6) Incumbent completes all regulatory requirements for career ladder promotions. Consequently, promotion is not guaranteed.
As an IT Specialist (CUSTSPT), GS-2210-11, you will address problems; installs, configures, troubleshoots, and provide maintenance and training in response to customer requirements or inquiries (e.g., tiered-level customer support). Provide support and guidance on installing and operating personal computers, peripheral equipment, and associated software. Receive requests for resolution of hardware or software problems that may require in-depth research. Update hardware and software architecture databases to reflect installations, turn-ins, and changes in reportable software. Perform other duties as assigned.

GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE: GS-09: Application must indicate 24 months experience, education, or training in analysis of the interrelationship of pertinent components of the system. Experience planning the sequence of actions necessary to accomplish the assignment. Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed with a view to production efficiency.
GS-11: Application must indicate at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience in planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet thneeds of the assignment. Experience in preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP.

REPROMOTION CONSIDERATION (Applies to technician applicants only.)
Technicians who have been demoted from this or a higher grade previously held in the same occupational series without personal cause and who are not in a grade retention status will be given consideration for re-promotion. Technicians who believe they are entitled to such consideration should forward a description of the circumstances with their application. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position.
In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
