We lead collaborative efforts that bring together federal, state, local, and community partners to plan for emerging threats, coordinate response activities, and translate complex public health and emergency management requirements into practical tools, plans, and communications. MDB staff bring deep experience supporting emergency public health work, including preparedness planning, interagency coordination, training and exercise support, performance metric development, policy and program analysis, strategic communication, facilitation, stakeholder engagement, and after-action improvement planning.

Position Summary

MDB is seeking an FCC Training & Exercise Specialist.

This is a Full-time position. Work will be performed in a fast-paced work environment and allowed to be performed remotely. The position is contingent on contract award and will be term limited to the period of performance (through 2031). Field work and travel for meetings and exercises will be required.

The FCC Training & Exercise Specialist will support Navy Medicine’s BUMED N45 Mission Assurance Program by developing, coordinating, conducting, documenting, and evaluating FCC and NDMS training and exercise activities. The specialist will help ensure FCC personnel, active and reserve component staff, interagency partners, and healthcare system stakeholders are trained, exercised, and prepared to support NDMS patient reception, patient movement, partner coordination, and continuity of operations requirements.

Key Responsibilities
  • Develop, maintain, and update the annual FCC Training Plan in coordination with BUMED, FCC leadership, Department of War, NDMS, FEMA, HHS, and other partners.
  • Maintain individual training records for FCC staff and support documentation of training completion, qualifications, gaps, corrective actions, and readiness status.
  • Coordinate with Department of War, NDMS, FEMA, HHS, BUMED, Navy Medicine stakeholders, FCC Directors, FCC Coordinators, active component personnel, reserve component personnel, and other partners on FCC and NDMS training requirements.
  • Identify training gaps, recommend corrective actions, track completion, and support continuous improvement of FCC training and readiness programs.
  • Coordinate reserve and active component integration training to support FCC activation, patient reception, and patient movement operations.
  • Develop NDMS and FCC training and exercise support packages, including training plans, slide decks, facilitator guides, participant materials, evaluator guides, fact sheets, job aids, frequently asked questions, and other instructional materials.
  • Prepare FCC training planning packages at least 90 days prior to scheduled training events.
  • Support design, planning, conduct, and evaluation of tabletop, functional, and fullscale exercises aligned with FCC/NDMS operational requirements and federal exercise standards.
  • Develop exercise planning packages at least 90 days prior to each fullscale exercise.
  • Support annual FCC tabletop exercises focused on selected FCC and Patient Reception Station tasks and prepare afteraction reports within seven days following exercise completion.
  • Produce afteraction reports, improvement plans, exercise summaries, evaluation materials, and corrective action tracking tools in accordance with federal standards and program requirements.
  • Apply knowledge of Homeland Security Exercise and Evaluation Program principles, National Incident Management System, Incident Command System, continuity of operations, and FCC operational requirements.
  • Ensure training and exercise activities support compliance with BUMEDINST 3440.10C and applicable Department of War directives.
  • Support coordination with healthcare coalitions, partner hospitals, emergency medical services, state and local public health agencies, federal partners, and military stakeholders to strengthen NDMS/FCC readiness.
  • Support development of monthly program performance summaries, readiness metrics, meeting minutes, action trackers, and related training and exercise documentation.
  • Required Qualifications
  • Bachelor’s degree in Emergency Management, Homeland Security, Public Health, Healthcare Administration, military operations, education, training, or a related field; or, in lieu of a degree, at least seven years of progressively responsible experience in emergency management, healthcare preparedness, military operations, or interagency training and exercise programs.
  • Minimum of three years of experience planning, coordinating, conducting, and evaluating emergency management, healthcare, military, or NDMS training and exercises.
  • Demonstrated knowledge of the Homeland Security Exercise and Evaluation Program, National Incident Management System, Incident Command System, continuity of operations, and Federal Coordinating Center operations.
  • Experience coordinating and evaluating emergency management exercises, including tabletop and fullscale exercises.
  • Capability to produce training materials, exercise planning packages, afteraction reports, improvement plans, and corrective action documentation in accordance with federal standards.
  • Familiarity with FCC operations, patient reception operations, patient movement, NDMS systems, TRANSCOM Regulating and Command and Control Evacuation System (TRAC2ES), Joint Patient Assessment Tracking System (JPATS), Geo Healthsystem, and related readiness platforms.
  • Ability to coordinate with interagency partners, active and reserve component personnel, healthcare partners, and emergency management stakeholders.
  • Strong project management, facilitation, documentation, and communication skills.
  • Proficiency with Microsoft Office Suite and collaboration tools.
  • Excellent written and oral communication skills.
  • U.S. citizenship and ability to obtain and maintain the required Tier 3 security clearance, including SECRET eligibility when required for FCC functions.
  • Completion of the Federal Coordinating Center Course within the last three years, or ability to enroll within 180 days of onboarding.
  • Workload and Travel Expectations: Travel may be required to support FCC training events, tabletop exercises, full-scale exercises, exercise planning meetings, after-action activities, site coordination, and other Government-directed training and exercise requirements. Travel locations include, but are not limited to, Portsmouth, VA; Jacksonville, FL; San Diego, CA; Camp Pendleton, CA; Los Alamitos, CA; and other locations as directed by the Government. Travel shall be conducted in accordance with applicable Government travel regulations, with trip reports submitted no later than seven days following completion of required travel.
