This is a regional management position with the potential to manage junior health and safety personnel, and reports to Senior HSE Management/ VP of HSE & Quality.
Key Responsibilities/Accountabilities:
- Candidate will serve as a resource to Site Project and Program Managers regarding matters pertaining to Health, Safety & Environmental compliance with applicable federal, state, local, client and APTIM rules and regulations.
- Will also serve as a resource for executive management to develop, administer and oversee the implementation of a proactive Health, Safety & Environmental Management System designed to manage risks while protecting employees and client personnel from incidents and illnesses on primarily critical infrastructure projects including maritime, port infrastructure and engineering, sustainability programs and other related projects.
- Will support and manage industrial hygiene (IH), industrial safety and environmental compliance activities at various work locations potentially including international sites.
- Responsible for development of programs and practices including hazard evaluations that will support all work activities performed on complex and high-risks projects.
- Will work with all personnel engaged in these projects including executives, project management, HSE peers, operational personnel, clients and regulators.
- Candidate should be able to demonstrate ability to work and influence client and organizational leadership to set priorities, solidify relationships, while possessing the ability to ensure company and client compliance with APTIM Health Safety & Environmental procedures, Occupational Safety and Health Administration regulations, United States Army Corps of Engineers EM 385-1-1, state and local HSE regulations, and other job-specified procedures or standards.
- Responsible for identifying business issues that may impact organizational results, develop business plans and budgets to achieve functional, cross-functional objectives or operational objectives while deploying and managing to achieve financial and business objectives across multiple functional areas.
- Must communicate, present or justify overall Health and Safety performance to management as necessary, participates in executive level meetings including board meetings, financial reviews, strategic planning, and take active role presenting proposals to prospective clients and leveraging the performance management cycle to motivate employees and support achievement of objectives are essential for this opportunity.
- Will support staffing and resourcing of all current and new projects in the applicable business lines.
- Will review and evaluate subcontractor safety performance and metrics as needed.
- Candidate will perform quarterly HSE assessments at selected long-term projects.
Basic Qualifications:
- Past safety and environmental related work experience on local, state, and/or federal government projects (i.e, NAVFAC, USACE, AFCEE, etc.)
- Work experience should include maritime safety and health, as well as management of construction-related work practices (such as crane operations, scaffolding, excavation, physical and biological hazards).
- Experience working with OHSAS 18001 or ISO 14001 standards is also beneficial.
- Manage and deploy HSE resources within and/or across multiple geographical areas, foreign and domestic.
- Work in both indoor and outdoor environments; outdoor environments will include a variety of hot and cold weather conditions, including but not limited to extreme heat, high winds, excessive rain.
- Travel as required and available to report to work upon "short notice" (within 72 hours) of job need.
- Previous experience conducting HSE training programs to all levels of personnel.
- Requires approximately 40% travel.
Physical requirements:

- This position is subject to onsite hazards including but not limited to boats/small ships, biological (terrestrial and aquatic) hazards, thermal stress hazards (heat and cold), hazardous energies (LOTO), confined spaces, climbing ladders, working at heights, working on uneven or unimproved surfaces and areas of high noise levels, etc.
- Candidate shall be able to be medically qualified (HAZWOPER physical) including respiratory clearance through evaluation of ability to wear a respirator.
Candidate must possess:
- A valid driver's license with clean driving record.
- Ability to pass a background investigation to obtain government CAC (Common Access Card).
- Excellent communication skills are required, both written and verbal, including interpersonal and leadership abilities as well as moderate to advanced computer and presentation skills.
- Minimum of a B.S. in Occupational Safety, Environmental Science, Engineering, or a related field.
- 5+ years of progressive HSE Supervisory and Management experience, including experience in working with U. S. Government clients and their associated HSE requirements
- Professional certification in a Health, Safety and/or Environmental discipline (CIH, CSP or CHMM) or ability to work toward certification within the first two years of hire, is required.
- Ability to define problems, collect data, establish facts and draw valid conclusions.
- Informed, analytical and comprehensive approach to problems.
- Strong quantitative, analytical skills and problem-solving skills.
- Background in developing and presenting HSE based training programs.
