Position Description
Seattle Public Utilities (SPU) is hiring a Capital Projects Coordinator to join the Development Services Office (DSO). In this fast paced environment, you will play a key role in coordinating utility requirements for private development across Seattle. You will be responsible for creating and managing latecomer agreements, including new drainage and wastewater contracts, between SPU and developers who require water, drainage, and wastewater system improvements for their projects. The duties of the position include defining and communicating utility system requirements, managing determination appeals related to utility requirements, administering SPU's Participatory Latecomer Agreement Program, reconciling system improvement contracts after construction, and processing developer reimbursements. In addition, this team is also responsible for issuing Water, Drainage, and Wastewater Availability Certificates (WACs), which are integral to the issuance of building permits supporting new commercial and residential development within SPU service area. This position reports to the Project Requirements Manager.

Job Responsibilities
  • Process and review Water, Drainage, and Wastewater Availability Certificates (WACs) for new utility services and to determine infrastructure availability.
  • Ensure accurate data entry in SPU systems and coordinate with engineering and planning teams to verify policy compliance.
  • Identify and resolve site-specific technical issues by consulting with SPU's subject matter experts.
  • Assess system capacity, document findings, and record required system modifications or improvements.
  • Prepare draft and final response letters for customer determination requests (appeals) related to utility system requirements, ensuring technical accuracy and alignment with SPU policy.
  • Maintain organized records for audit and compliance purposes.
  • Respond to technical and general utility service inquiries in both written and verbal form, maintaining high customer service standards.
  • Interpret, apply, and communicate the Seattle Municipal Code (SMC), SPU Director's Rules, departmental policies, practices, and procedures to a variety of audiences.
  • Manage and resolve escalated and/or sensitive customer issues in a timely manner.
  • Present on behalf of SPU at customer and project meetings, both virtual and in person.
  • Prepare GIS maps, technical drawings, and supporting documentation for Water, Drainage, and Wastewater Availability Certificates, latecomer agreements, and utility system improvement contracts.
  • Coordinate contracts for developer-installed SPU system improvements, including water, drainage, and wastewater mains, valves, hydrants, and other appurtenances.
  • Lead the development and implementation of business processes, service delivery improvements, and new or revised policies and programs.
  • Perform final reconciliation and prepare all required documentation once system improvements are complete.
  • Support department goals in promoting diversity and social justice in keeping with the City's Race and Social Justice Initiative.

Qualifications
Experience: Minimum of three (3) years in project or construction management, or a related field.
Education: Bachelor's degree in Architecture, Engineering, Business Administration, Urban Planning, or a related field.
OR: A combination of education, training, certification, and experience that provides the necessary background to perform the role.
Desired Qualifications:
  • Two (2) or more years of direct customer service experience, including technical and policy communication via phone, email, or in person.
  • Ability to clearly interpret and apply SPU's policies, processes, and other technical information to customers and other work groups.
  • Experience working in a team environment, demonstrating a strong ability to build and maintain effective working relationships across different departments and workgroups.
  • Prior experience with reviewing utility site plans and using GIS software to create maps and perform data analysis.
  • Demonstrated ability to meet multiple deadlines in a fast-paced environment.
  • Proactive team player who enjoys partnering with others to streamline workflows and drive process improvements.
  • Proficient in utilizing Microsoft Office programs and possess an aptitude for learning new computer systems and applications quickly.
