Position Description:
Network Runners is seeking a highly qualified Business Analyst to support the Defense Counterintelligence and Security Agency (DCSA), Enterprise Performance Management (EPM) office. The Business Analyst will provide program and project management support services for IT-focused initiatives, governance activities, acquisition programs, and ServiceNow modernization efforts across the full project lifecycle.
Duties and Responsibilities:
  • Gather, analyze, and document business and functional requirements in support of DCSA enterprise initiatives.
  • Support strategic business management operations through process review, analysis, and improvement activities.
  • Develop and maintain business process documentation including workflows, procedures, SOPs, templates, and training materials.
  • Provide business process analysis and identify efficiencies to improve mission outcomes and operational effectiveness.
  • Support DoD Software Development Projects and Programs through requirements validation and stakeholder coordination.
  • Develop tools, templates, and performance metrics to support standardized, repeatable process improvements.
  • Support business intelligence analysis, reporting, and visualization for leadership decision-making.
  • Apply Six Sigma methodologies to support continuous process improvement initiatives.
  • Utilize Microsoft Office products, SharePoint, and ServiceNow to manage documentation, workflows, and task execution.
  • Facilitate knowledge-sharing sessions with stakeholders to identify risks, redundancies, and improvement opportunities.

Required/Desired Skills and Experience:
  • Bachelor's degree (or higher-level degree)
  • 5 years of demonstrated intermediate knowledge of gathering, analyzing, and documenting business and functional requirements
  • 5 years of experience in professional writing: Creating and completing process documentation, to include but not limited to training and instructional information, guidelines, workflows maps, processes and procedural documentation
  • 5 years' experience working on DoD programs
  • 5 years of intermediate knowledge of supporting DoD Software Development Project and Programs
  • 5 years of experience developing processes, tools, templates, developing and maintaining metrics
  • 5 years of demonstrated experience managing Six Sigma projects following the Define, Measure, Analyze, Improve and Control (DMAIC) cycle
  • Minimum 1-2 years demonstrated knowledge of utilizing ServiceNow
