Job description

The Department of Management (DOM), Division of Information Technology (DoIT), is seeking a highly skilled and forward-thinking Senior Application Developers to lead the design, development, and optimization of enterprise applications that support critical services across the State of Iowa. The role plays a key part in advancing secure, scalable, and maintainable solutions while ensuring alignment with enterprise architecture standards and modern development practices.

The ideal candidates thrive in a dynamic environment, drive continuous improvement, and are committed to delivering reliable, high-quality systems that meet statewide business and operational needs. What You Will Do Design, develop, optimize, and support software solutions managed by DOM DoIT to ensure effective statewide service delivery. Ensure all software solutions follow enterprise standards, architectural guidelines, and industry best practices.

Build secure, scalable, and maintainable systems that align with business processes and technical objectives. Implement and maintain CI/CD pipelines and DevSecOps practices to improve security and operational efficiency. Lead adherence to enterprise testing standards, ensuring reliable systems with comprehensive test coverage across all environments.

Conduct risk assessments and apply risk-mitigation strategies to support operational stability. Analyze system specifications to confirm alignment with technical requirements and enterprise goals. Optimize development efforts and contribute to cost-efficient purchasing and resource decisions.

Lead, mentor, coach, and train team members to support their technical growth and performance. Oversee performance monitoring, root cause analysis, issue resolution, and after-action reporting to maintain stable system operations. Manage technical documentation, including system architecture, enhancements, SOPs, policies, and guidelines.

Collaborate with Product Owners, cross-functional teams, and stakeholders to communicate technical needs, estimate work, and ensure successful project alignment. Stay current with emerging technologies and industry trends to promote innovation and continuous professional development. Perform additional duties as assigned by the Application Development Team Supervisor in alignment with team and enterprise objectives.

AND 122 PC Business Applications: 6 months' experience, 12 semester hours, or a combination of both in: Developing, designing and implementing computer programs for business applications Performing technical analytical assignments in the development of computer systems Completing design of computer systems applications Working closely with users to analyze and prototype automated systems Performing programming systems maintenance and enhancements Minimum Qualification Requirements Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification: 1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security. 2) Graduation from an accredited four-year college or university with a degree in computer science, computer applications, software engineering, computer engineering, management information systems, business analytics, or cyber security, and experience equal to two years of full-time work in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security. 3) All of the following (a and b): a.

Three years of full-time work experience in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security; and b. A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience. 4) All of the following (a and b): a.

Five years of full-time work experience in application development and database management, business analysis, systems and network administration, technical training and reporting, IT vendor and purchasing management, IT project management, IT product management, system testing and quality assurance, mainframe and platform administration, and/or information technology security; and b. Either of the following: i. Certification from an authorized educational institution/major computer or software producer in one or more of the specialty areas listed in part a; or ii.

Eighteen semester hours from an accredited college or university in one or more of the specialty areas listed in part a. 5) Current, continuous experience in the state executive branch that includes six months of full-ime work as an Information Technology Specialist 4.
