The MDTA owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. For over 50 years, the MDTA has provided Maryland's citizens and visitors with safe, secure, and convenient transportation facilities. Nature of Work: The Highway Discipline Manager serves in the Office of Engineering and Construction by assuming the leadership role for managing and coordinating major highway interchange projects, major highway design and toll plaza projects, minor facility rehabilitation projects, and highway studies. This position is responsible for the management of consultants and in-house design of capital projects and task orders by providing review, supervision, and direction to MDTA engineers and consulting engineers for MDTA highway projects and in support of other engineering projects or MDTA projects that involve highway design. Duties include but are not limited to the following:
  • Manage, plan and design complex highway related projects including major highway interchange projects, major
    highway design and toll plaza projects, minor facility rehabilitation projects, and highway studies;
  • Coordinate public involvement aspects of highway projects including overseeing and managing the preparation for public meetings, public workshops, preparation of handouts, color display boards, computer rendered photos and other graphic exhibits for use at meetings with small groups or large communities;
  • Attend public meetings to address citizen questions directly related to highway projects;
  • Review and evaluate technical proposals for consultant contract selection;
  • Contract Management: evaluate and analyze project schedules and resource requirements to ensure timely completion of assignments, review and evaluate cost efficiency and scope of services to effectively complete engineering tasks, monitor task progress, issues and budgets, review and track invoices to effectively monitor contract costs; and
  • Manage and preserve highway pavements and traffic barrier assets.

This position will report to the Deputy Director of Engineering and/or other designated official. The current vacancy is in Baltimore, Maryland. Hybrid telework schedules may be available for this position.

Qualifications
PREFERRED QUALIFICATIONS:
Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at time of appointment.
Experience: Three (3) years of experience managing highway engineering projects as a licensed professional engineer. Two (2) years of the required experience must have involved the supervision of employees or a design team of engineers.
The ideal candidate will possess the following:
  • Extensive experience in highway engineering design and project management including; the development and review of highway plans, specifications and estimates, and coordination for permitting and procurement; and
  • Two years of experience working in the Federal Government.

Licenses & Certifications
1. An applicant's current license as a Professional Engineer in a state with comparable requirements acceptable to the Maryland State Board for Professional Engineers, in the appropriate option for which application is made, will be accepted but the applicant must obtain a Maryland Professional Engineer license within twelve (12) months of appointment. Evidence of out of state license must be presented at time of appointment. Please include your Professional Engineering license number, issue date and expiration date on your application.
2. Employees in this classification are assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
