Summary
You will serve as a SUPERVISORY WORKLOAD FORECASTING SPECIALIST in the Public Workload Forecasting Branch (Code 1251), of the Workload Forecasting Program Division (Code 1250), in the Business and Strategic Planning Office (BSPO) (Code 1200) of NORFOLK NAVAL SHIPYARD.

  • You will plan the work to be accomplished by subordinates and assign work based on their abilities, NNSY functional responsibilities, and work priorities and requirements.
  • You will review completed work in order to determine its adherence to controlling policies and adequacy in meeting assignment ratings.
  • You will be the primary point of contact (POC) for all phases of workload and workforce management associated with workload forecasting and performance measurement.
  • You will establish goals for program initiatives and designs modifications and improvements.
  • You will be responsible for determining the level of mission and cost reimbursable direct labor workload that NNSY is executing and is projected to execute.
  • You will provide source mitigation data, developing trade skills and corporate metrics, workload churn documentation, budget variance data, and mitigation strategy for nuclear and non-nuclear workload.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications
Your resume must demonstrate at least one year of Specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience managing, motivating, and mentoring multi-disciplined teams comprising military, civilian, and contractor personnel.
  • Experience advising and providing counsel to employees regarding policies, procedures, organizational projects, and management directives.
  • Experience presenting complex technical, program, and budgetary information clearly and concisely to senior leadership, non-technical customers, and external stakeholders.
  • Experience diagnosing complex problems, developing innovative solutions, and implementing effective corrective actions.
  • Experience planning, organizing, and directing the functions and staff required for successful, on-time delivery of products.
  • Experience working highly effectively both independently and as part of a collaborative team.
  • Experience supervising, mentoring, appraising, and guiding both subordinate supervisors and non-supervisory employees, fostering a collaborative and productive work environment.
  • Experience advising and providing counsel to employees regarding policies, procedures, organizational projects, and management directives.
  • Experience synthesizing and explaining complex technical program issues to diverse audiences, often on short notice.
  • Experience diagnosing complex problems, developing innovative solutions, and implementing effective corrective actions.
