Job description

Position Description & Qualifications
The GIS Analyst is responsible for maintaining, reviewing, and enhancing geospatial data related to emergency response addressing systems and client GIS databases. This position supports 911 addressing initiatives by performing data comparisons, quality assurance, GIS editing, and database maintenance while ensuring compliance with industry and client standards. The analyst collaborates with internal teams and clients to improve data accuracy, consistency, and usability using Esri ArcGIS technologies.
In this role, you will:
  • Compare existing 911 addressing with municipal/county addressing data to identify discrepancies and perform needs assessment.
  • Locate, download, extract, append, and integrate GIS datasets from local government and other authoritative sources.
  • Perform change detection and update geospatial datasets to reflect current conditions.
  • Edit and maintain GIS data using ArcGIS Pro, including topology correction, feature editing, and attribute management.
  • Create and assign addresses for new features in accordance with established addressing standards and jurisdictional requirements.
  • Follow National Emergency Number Association (NENA) standards and best practices related to addressing and data management.
  • Review client documentation and apply standardized GIS attribution methodologies to maintain data consistency.
  • Ensure geospatial data meets organizational quality, accuracy, and documentation standards.
  • Document workflows, data updates, and quality assurance activities.

To be successful in this role, you will have
  • Ability to obtain and maintain a DoD Secret security clearance (Post-Employment)
    • U.S Citizenship required
  • Bachelor's degree in Geographic Information Systems (GIS), Geography, Geomatics, Surveying, Computer Science, or a related field
    • Or a High School Diploma/GED with minimum 9 years of related experience
  • Minimum 5 years of related experience
  • Knowledge of GIS editing, topology, attribute management, and spatial data quality control
  • Ability to travel up to 25% (CONUS & OCONUS)
    • Ability to obtain a valid U.S Passport

Additional desired experience and skills:
  • Active Clearance
  • Experience with ArcGIS Data Reviewer
  • Knowledge of NENA addressing standards and Next Generation 911 (NG911) data requirements
  • Experience working with local government, emergency management, military, or public safety GIS datasets
  • Experience performing change detection and data validation across multiple GIS databases
