Job description

Senior Enterprise System Architect

Location: Remote

Position Type: Full-Time

Clearance/Suitability: Public Trust (Tier 1 / NACI)

Citizenship Requirement: U.S. Citizen or Legal Permanent Resident (LPR)

Position Summary

The Senior Enterprise System Architect provides high-level architectural oversight, technical leadership, and engineering direction for Client’s web applications, API pipelines, and cloud-native infrastructure. This role designs scalable, secure, and resilient dissemination solutions that integrate high-volume hydrologic model data, GIS services, and dynamic geospatial visualization tools into unified cloud environments.

Key Responsibilities

  • Architecture & Modernization: Architect and design high-concurrency, resilient, and fault-tolerant cloud dissemination capabilities across AWS environments (and multi-cloud/cloud-agnostic frameworks using Infrastructure-as-Code).
  • System Integration: Lead technical strategies for integrating legacy on-premises web systems, GIS map services (e.g., Esri ArcGIS Enterprise on Linux), machine-readable APIs, and complex hydrologic datasets into the Client’s platform.
  • Code & Quality Control: Oversee static code analysis, automated testing strategies (maintaining test coverage), linting standards, and CI/CD security scanning tools.
  • Technical Guidance & Standards: Enforce adherence to Client’s AI guidelines, Open Geospatial Consortium (OGC) standards, FAIR data principles, and Federal DevSecOps standards.
  • Performance Optimization: Analyze and optimize backend database indexing, containers (AWS Fargate/EC2), cloud compute, load balancing, and storage lifecycle policies to reduce latency and maintain low cloud costs.

Qualifications & Requirements

  • Education: Bachelor’s Degree in Computer Science, Software Engineering, Systems Architecture, or a related technical discipline.
  • Experience:
    • At least 12 years of demonstrated experience designing and developing cloud-optimized enterprise web applications and API frameworks.
    • Proven background architecting public-facing, cloud-native solutions that handle high-concurrency user volumes and frequently updated scientific or geospatial datasets.
  • Technical Skills:
    • Hands-on experience with AWS cloud infrastructure (Fargate, ECS, EC2, Aurora, S3, Route53) and Infrastructure-as-Code tools (e.g., Terraform).
    • Deep familiarity with open-source geospatial tools (FOSS4G, OGC standards), GIS web map services, and modern programming languages (e.g., Python, Go, JavaScript).
    • Experience implementing containerization, microservice architectures, and CI/CD automation pipelines (GitLab/GitHub).
  • Clearance/Suitability: Ability to pass a Tier 1 / NACI background investigation for access to Client’s systems.

Note: Per the government Q&A, a single qualified individual may fulfill both Key Personnel roles across overlapping orders provided the combined Level of Effort (LOE) accommodates both functional scopes.
