Job Description Engineer (E5) - Mandatory Reliability Standards (MRS) Assurance Location: Edmonds, BC (preferred) | Fully Remote Option Available Organization: BC Hydro Duration: 12 months Max INC Rate: $140.78 Max T4 Rate: $116.35 Position Overview BC Hydro is seeking a senior-level Engineer (E5) to support and strengthen its Mandatory Reliability Standards (MRS) Assurance and regulatory compliance programs. This role is ideal for a seasoned utility professional with deep experience in electric grid operations and planning, particularly within NERC Operating & Planning (O&P) or comparable regulatory frameworks. The successful candidate will act as a strategic advisor, regulatory representative, and technical authority-ensuring alignment between operational practices and evolving compliance requirements while reinforcing governance, oversight, and assurance practices across the organization

Key Responsibilities Regulatory & Compliance Leadership Interpret O&P standards and advise business units on compliance expectations, risk exposure, and control effectiveness. Represent BC Hydro in communications with regulatory bodies including Western Electricity Coordinating Council and industry stakeholders. Monitor emerging reliability standards and regulatory developments; assess organizational impact and coordinate internal responses.

Prepare and shape regulatory filings, including standards adoption assessments and incident reporting. Participate in incident investigations and make final compliance determinations. Assurance & Governance Conduct compliance assessments, control reviews, and testing activities.

Evaluate compliance narratives, supporting evidence, and internal controls; recommend improvements to strengthen oversight and assurance frameworks. Review and endorse documentation and evidence packages. Prepare reports, dashboards, and trend analyses for leadership.

Identify and implement opportunities to enhance governance, risk management, and assurance practices. Collaboration & Advisory Collaborate with operations, maintenance, planning, and real-time operations teams to ensure technical practices align with regulatory obligations. Deliver training, coaching, and mentorship to enhance organizational understanding of reliability standards.

Influence cross-functional teams and senior stakeholders in complex regulatory environments. General Description (E5 - Engineer) The E5 Engineer applies advanced engineering knowledge and independent judgment to deliver innovative engineering, planning, and quality management services for medium- to high-complexity projects and operational initiatives-safely, on time, and within budget. This role involves: Developing safe engineering solutions through analysis, design interpretation, and technical problem-solving.

Resolving complex engineering and field challenges through independent studies and sound technical judgment. Contributing to technical standards development and advancing engineering best practices. Defining scopes of work, establishing design criteria, and approving technical documentation.

Making complex technical decisions related to engineering methods, criteria, and resource management. Supporting contractor oversight, schedule coordination, cost management, and progress reporting. Qualifications & Experience Required: University degree in Engineering or related field (or equivalent experience in Mandatory Reliability Standards compliance).

Minimum 10+ years of experience in the electric utility industry. Senior-level experience in compliance, governance, or regulatory oversight. Deep knowledge of electrical grid operations and planning frameworks, including familiarity with NERC O&P standards.

Registered Professional Engineer (P.Eng.) or Professional Geoscientist (P.Geo.) with Engineers & Geoscientists BC (or eligible for registration). Valid Class 5 Driver's License (in good standing). Strong written and verbal communication skills

Proficiency in MS Office (Word, Excel, PowerPoint). Assets: Experience with governance and reliability frameworks such as North American Electric Reliability Corporation, Western Electricity Coordinating Council, or EEI. Familiarity with maintenance, vegetation management, planning, and real-time grid operations.

Experience contributing to regulatory filings and compliance audits. Familiarity with CAD systems, drawing standards, and industry design/analysis software. Experience with digital sign and seal platforms such as Notarius.

Professional Practice Requirements The selected candidate must maintain their own (or their firm's) Permit to Practice with Engineers & Geoscientists BC (EGBC). Work will be performed under BC Hydro's Professional Practice Management Plan (Quality Management Pillar). The Registrant must apply their own or firm's Permit to Practice number to sealed work.

All project documentation produced during the contract will be retained by BC Hydro in accordance with EGBC Bylaws.
