*US Citizenship Required*Remote Position in the US*Position is Subject to Contract AwardPOSITION DESCRIPTIONThe Fisheries Disaster Program Analyst III provides programmatic, analytical, and administrative support to NOAA Fisheries Alaska Region in the implementation of fishery disaster assistance activities authorized under the Magnuson-Stevens Fishery Conservation and Management Act (MSA). The position supports the Regional Fishery Disaster Assistance Lead by managing the review and evaluation process for fishery disaster requests submitted by states, tribes, and other eligible governmental entities.RESPONSIBILITIESProvide program management and administrative support to the Regional Fishery Disaster Assistance Lead.Serve as the primary point of contact for fishery disaster requestors and coordinate communications throughout the review and determination process.Review fishery disaster requests for completeness and compliance with Section 312(a) of the Magnuson-Stevens Act and identify any information deficiencies.Conduct evaluations of complete fishery disaster requests using NOAA Fisheries policy guidance and approved methodologies.Prepare draft decision memoranda and supporting documentation for review, clearance, and final determination.Support regional and headquarters review processes by responding to questions and incorporating required revisions.Develop and maintain tracking databases, records management systems, and applicant guidance materials related to Alaska fishery disasters.Prepare reports, spend plans, status updates, and other program documentation to support leadership decision-making and program oversight.Maintain records and tracking systems throughout the lifecycle of fishery disaster declarations, funding, and grant closeout activities.REQUIREMENTSProgram planning and management in a team environment.Review and evaluation of basic quantitative data, such as population size data, and basic economic data.Policy analysis and the ability to evaluate specific data and information against required standards.Experience with salmon management including, analysis of data or management reports, is preferred.Excellent verbal and written communication skills.Established skills with spreadsheets and word processing software.Ability to follow established procedures to accomplish specific tasks.Current MS Office skillsCurrent Google Office Suite SkillsSkills with online seminar software such as Google, WebexEDUCATION AND EXPERIENCERequired:Bachelor's degree in fisheries, marine policy, public administration, natural resources, or related field.3+ years of experience in fisheries policy, program management, or regulatory analysis.Desired:Master's degree in marine policy, public administration, or related field.Familiarity with Magnuson-Stevens Act Section 312(a) fisheries disaster provisions.Project Management Professional (PMP) or similar credential.SKILLSRequired:Excellent written and verbal communication and technical writing skills.Strong analytical and policy evaluation skills.Proficiency in MS Office Suite, SharePoint, and database management tools.Ability to coordinate across multiple time zones and manage competing deadlines.Desired:Knowledge of Alaska commercial fisheries stocks and regions.Experience with federal regulatory or disaster assistance programs.Familiarity with NOAA Fisheries internal clearance and memo-writing processes.ABOUT THINK TANK INC.Think Tank Inc.
