Description

SAIC is seeking highly skilled and experienced candidates to support complex financial operations, acquisition processes, and organizational performance management for an Intelligence Community (IC) customer. This role demands expertise in financial planning, data analysis, resource allocation, and strategic decision-making while ensuring alignment with customer goals and compliance with government regulations. The successful candidate will play a critical role in enabling efficient investment management, optimizing operational workflows, and driving strategic initiatives.

The positions are located in Herndon, VA and require an active TS/SCI with polygraph to be considered.

Key responsibilities:

Financial Management & Analysis

  • Develop and maintain cost models, perform lifecycle cost estimations, and implement Activity-Based Costing (ABC) methodologies to support cost recovery and billing policies.
  • Monitor financials, including budget-to-actuals, SLA burn rates, vendor liabilities, and unliquidated obligations (ULOs), identifying and resolving discrepancies.
  • Conduct financial analyses, including cost-benefit scenarios, pricing models, expense reconciliations, and investment reviews to ensure accuracy and compliance.
  • Provide actionable financial insights and budget recommendations using advanced tools such as Tableau, Power BI, Excel, and ERP systems.
  • Support project closures by analyzing project data, adjusting labor/expense allocations, and ensuring timely revenue collection and financial reporting.

Strategic Planning & Performance Optimization

  • Collaborate across organizations to develop financial roadmaps, execute fiscal year priorities, and align approved investments with strategic goals.
  • Lead Business Impact Assessments to evaluate misaligned initiatives and recommend corrective actions for operational and financial optimization.
  • Participate in working groups and strategy meetings to address enterprise-wide challenges, assess resource capacity, and facilitate process improvements.
  • Track and report performance metrics, operational trends, and resource demands, delivering insights to inform strategic planning and QASP evaluations.

Acquisition & Contract Management

  • Manage the complete acquisition lifecycle to support customer needs, including developing Statements of Work (SOWs), Government Cost Estimates (GCEs), and task order documentation.
  • Ensure compliance with regulatory requirements (e.g., Appropriations Law, SLA terms, FOCI compliance) and maintain supporting documentation for capital assets and acquisitions.
  • Provide subject matter expertise on SLA/CSA compliance, acquisition workflows, process improvements, and enterprise tools such as Salesforce and ServiceNow.
  • Collaborate with internal teams, customers, and contractors to refine requirements, execute deliverables, and align acquisition strategies with operational priorities.

Data & Tool Management

  • Maintain and update data in pricing tools, catalog systems, and financial databases to ensure accurate records for inventory, capital assets, and operational expenses.
  • Conduct User Acceptance Testing (UAT) for catalog tools and recommend process improvements to streamline workflows and enhance functionality.
  • Develop reports, dashboards, and performance metrics to track project, financial, and operational success, ensuring data-driven decision-making.

Customer & Stakeholder Collaboration

  • Coordinate with leadership, mission partners, and cross-functional teams to address financial risks, improve processes, and deliver timely insights.
  • Facilitate training, provide exceptional customer service, and offer guidance on business management tools and processes.
  • Support audits by resolving inquiries, addressing discrepancies, and ensuring compliance with government and customer requirements.

Qualifications

Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience ; PhD or JD and five (5) years or more experience.

  • TS/SCI with Polygraph
  • Extensive experience supporting the Intelligence Community (IC) in financial management, acquisition processes, and operational performance.
  • Expertise in cost recovery, pricing strategies, lifecycle cost estimation, and investment planning.
  • Proficiency in financial tools and technologies, including Tableau, Power BI, Excel, SharePoint, JIRA, and ServiceNow to generate actionable insights and reports.
  • Strong knowledge of government and financial compliance requirements, such as Appropriations Law, Bona Fide Need, GAAP, and SLA/CSA policy standards.
  • Demonstrated ability to manage acquisition documents (SOWs, GCEs, task orders), conduct audits, and present financial recommendations to leadership.
  • Effective analytical and problem-solving skills for risk assessment, workflow improvements, and strategic initiative support.
  • Exceptional communication and collaboration skills to partner with stakeholders, resolve complex issues, and drive mission-success outcomes.

Preferred Qualifications:

  • Familiarity with financial and accounting principles for capital asset management and equipment billing.
