The position: We are looking for a housing finance manager to join our team. This role is perfect for someone who can provide strategical and operational leadership for SHA's financial policy development, limited partnership financing, bond and debt issuance, and grant and cash management. This role serves as a key liaison for internal and external stakeholders and will lead manager financial initiatives, manage core policy processes, and ensure compliance with local, state, and federal requirements.

The Location: 101 Elliot Ave W, Seattle, WA 98109 The ideal candidate will have: Bachelor's degree in finance, accounting, public administration, business, or a related field Five years of experience in housing finance, asset management, or public sector financial administration Experience with limited partnerships, bond compliance, or federal grant management is strongly preferred What will you do. Review and track pre-development and development budgets across the real estate roadmap Manage limited-partner relationships and compliance, such as replacement reserve draw requests, cash-flow distributions, budget submissions, and investor information requests Lead the quarterly limited partner exit committee with SHA's asset management department, providing updates on capital accounts, dissolution planning, and cash-flow analyses Oversee bond compliance with SHA's asset management and accounting teams, including the review of electronic municipal market access reporting and monitoring of public offer processes Oversee preparation, review, and submission of the public housing operating subsidy request to the Department of Housing and Urban Development (HUD) Manage Move-to-Work (MTW) fund transfers with SHA's budget manager, ensuring accurate allocation, tracking, and adherence to MTW guidelines and policies Monitor subsidy utilization and lead year-end reconciliation to ensure full, accurate, and compliant use of federal funds Partner with SHA's policy team to develop input for the annual MWT plan and MTW report, ensuring compliance with HUD regulations, MTW agreements, and internal controls Lead the financial policy oversight committee with SHA's chief financial officer and deputy chief financial officer to drive timely decisions on strategic financial topics Manage major financial initiatives, including the local asset management plan and grant management projects Participate in key finance forums to align decisions and share insights Maintain financial tracking tools and SharePoint documentation to enable accurate and timely reporting Coordinate grant oversight and monitoring, facilitate project status discussions, and plan for funding utilization, ensuring compliance with federal grant requirements Support SHA's accounting team in reconciliation and cleanup of financial records, including development reserves, collateral reserves, land sale proceeds, and related fund sources and uses Review and correct complex financial data to improve reporting accuracy and compliance Develop, maintain, and update financial policies and procedures, such as bond disclosure, cash management, housing finance processes, and SHA workflows For additional information on the job, please see the full job description.
