LTS is seeking a detail-oriented and collaborative Functional Business Analyst to support a major AI modernization initiative within the Department of Veterans Affairs (VA) health portfolio. This role will support business process analysis, requirements gathering, stakeholder engagement, and modernization efforts tied to mission-critical healthcare systems and enterprise transformation initiatives supporting Veteran healthcare services nationwide.

This is not a traditional business analyst role built around eliciting requirements from user interviews. Business requirements must instead be extracted directly from the existing functionality of the module and through AI tools- analyzing current workflows, business rules, and system behavior to understand how the system works today, then identifying and shaping opportunities to enhance and modernize it. Also, ensure accuracy of outputs from AI tools. The ideal candidate will possess strong analytical, communication, and documentation skills with experience supporting large-scale federal healthcare or enterprise IT modernization programs, and will work closely with government stakeholders, product owners, architects, developers, and operational teams to translate current-state system functionality into actionable technical and functional requirements.

What You'll Do:

  • Analyze and reverse-engineer business, functional, and technical requirements directly from the existing VistA/MUMPS Prosthetics module - extrapolating current-state rules and workflows from system functionality rather than starting from user-interview elicitation.
  • Conduct stakeholder interviews, workflow analyses, gap assessments, and facilitated working sessions.
  • Translate business needs into user stories, epics, process flows, requirements documentation, and acceptance criteria.
  • Support efforts involving legacy VistA/MUMPS-based healthcare systems and enterprise applications.
  • Collaborate with technical teams, architects, product owners, and project managers to ensure alignment between business objectives and technical solutions.
  • Analyze current-state and future-state business processes to identify opportunities for modernization and operational improvement.
  • Support Agile delivery activities including backlog refinement, sprint planning, user acceptance testing (UAT), and release validation.
  • Assist with healthcare workflow analysis, interoperability requirements, and system integration initiatives.
  • Develop and maintain project documentation including business requirements documents (BRDs), functional specifications, workflow diagrams, meeting minutes, and process documentation.
  • Support change management, training, and stakeholder communication activities.
  • Participate in system testing, validation efforts, and issue resolution activities.
  • Ensure requirements and solutions align with VA policies, operational needs, and federal compliance standards.

What We're Looking For:

  • Bachelor's degree in Business Administration, Information Technology, Healthcare Administration, or related discipline.
  • 5+ years of experience as a Business Analyst supporting enterprise IT or healthcare modernization programs.
  • Experience gathering and documenting business and functional requirements for complex systems and applications.
  • Strong understanding of Agile methodologies and requirements management processes.
  • Functional understanding of how VA VistA and the Prosthetics module work - including ordering, procurement, fitting, claims, and inventory workflows - sufficient to extract and validate business rules directly from existing system behavior.
  • Experience facilitating stakeholder discussions and translating business needs into technical solutions.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Experience using collaboration and project management tools such as Jira, Confluence, Azure DevOps, Microsoft Visio, or similar platforms.

Nice to Have:

  • Experience supporting VA healthcare systems including VistA, CPRS, or VA modernization initiatives.
  • Familiarity with VA's VIP (Veteran-focused Integration Process) development and release framework.
  • Knowledge of healthcare interoperability standards including HL7 and FHIR.
  • Experience supporting healthcare workflows, clinical operations, or enterprise healthcare systems.
  • Familiarity with software development lifecycle (SDLC), DevSecOps, and cloud modernization environments.
  • Experience supporting federal government programs and regulated environments.
  • Certifications such as Certified Business Analysis Professional (CBAP), PMI-PBA, Scrum certifications, or Agile certifications preferred.
