Job description

Senior MuleSoft Application Developer

A Senior MuleSoft Application Developer is sought to provide design, development, unit testing, integration testing, functional and user acceptance testing, and production implementation support for MuleSoft integrations supporting the Governor's Office of Information Technology (Client) and City and County of Denver (CCD). The candidate must be local to the State of Colorado.

Activities and deliverables for Senior MuleSoft Application Developer include:

  • Technical design document capturing MuleSoft functional and nonfunctional details utilizing CCD Integrations design templates; RAML definition for all interfaces
  • Leading the design and architecture of integration solutions that are in alignment with policies and standards of CCD while understanding the client environment and unique restrictions may exist
  • Developing and unit testing MuleSoft applications checked into CCD's code repository and deployed through CCD's continuous integration toolchain into development & test environments relying on mUnit framework for validation of thus developed artifacts
  • Establishing mUnit framework and associated quality assurance processes to support validations of MuleSoft assets developed during the course of the project
  • Assurance of adherence to security, data governance, and error handling requirements
  • Actively participating in Agile Kanban ceremonies (estimation, daily stand up, product demo, and retrospective)
  • Resolution of tasks and defects within the project backlog
  • Conducting design walkthroughs, code reviews, and technical coaching as warranted
  • Documenting and publishing artifacts in CCD Anypoint Exchange instance
  • Creating and updating operational run book
  • Creating and updating production cutover plan and executing production cutover activities
  • Design and development of Anypoint Exchange policies and configurations
  • Other duties as assigned

It is anticipated that this work will be in duration of 3 months with possibility of extension. Although this work is expected to take place in remote fashion (via telecommuting) it is expected that the candidate would be physically present in the State of Colorado during this engagement. It will be mandatory for any participant in this project (integration developer) to have successfully CJIS background check.

On a high level, the project will involve collaboration and joint development with the City and County of Denver to develop System API, Process API, and Experience API that will interact with respective end points maintained by the integrations team of the Governor's Office of the Information Technology to support the Trusted Interoperability Information Exchange proof of concept: Exchange between County Jails and State Criminal Justice Agencies.

  • Build interoperability between county jails and the five Colorado Integrated Criminal Justice Information System (CICJIS) member agencies
  • While overall Proof of Concept will entail establishing this framework with 7 county jails in the State of Colorado, this specific engagement is focus only on building interaction with the City and County of Denver (top right hand corner of the diagram below)

Client will deliver a Mulesoft API Integrations platform for use by the CICJIS exchange. CICJIS \ Client will host the Mulesoft API data exchange. This exchange will be available to Colorado county jails and Jail Management Systems (JMS), and CICJIS. This solution provides data to Jails and the CICJIS Member Agencies. The data in this exchange falls under secure data types (CJIS/HIPAA/PHI) and needs to be secure in transit and at rest and all access should be audited. The rules for these data types must be adhered to during the development and use of this data exchange. Data types involved:

  • CJIS
  • HIPAA
  • 42 CFR Part 2
  • HL7
  • NIEM (National Information Exchange Model for sharing criminal justice info)

There is a possibility of this engagement being extended to encompass other county jail systems upon its successful completion.
