Summary
The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.

Duties
Help
Develop training plans related to contingency operations and crisis management; develop and support the delivery of operational special events, informational briefings, operational programs, and training events that support operational and emergency plans.
Prepare and take part in the presentation of senior-level briefings and reports on plans, special events, and operational and emergency plans that respond to the needs of select audiences.
Coordinate support of special security events.
Prepare and present briefings to interagency groups and senior leadership; attend and facilitate meetings; train IC partners assigned to support concept of operations for security special event functions; contribute to after-action reports and lessons learned and incorporate best practices.
Assume a key role on teams that will forward deploy to international and domestic special security events and provide reach back to networks of resources.
Provide input to internal products and response to external agency products and taskings related to domestic and international special events to provide increased value to customers.
Manage several long-term projects simultaneously and develop operational plans for special events.
Cooperate and collaborate with IC and United States (US) Government agencies, their designated representatives, and other ODNI elements; maintain and manage positive relationships with IC partners, law enforcement community, NCTC leadership, and other customers in planning and managing special security events.
Contribute to the development of policies, processes, and procedures to resolve internal and external challenges that result in positive and productive relationships with partners.
Support the planning and coordination of domestic special events.
Develop national intelligence and preparedness policy to support mission requirements, as needed.

  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Demonstrated ability to develop preliminary plans involving the coordination and effective cooperation of other US Government agencies, ODNI, IC, and international partners, as well as the abilities to develop contingency plans in the event of unplanned or unanticipated events.
Extensive knowledge of planning processes, consensus building, and the application and integration of IC capabilities in protecting the US and its interests abroad; experience in planning/supporting special security events.
Extensive knowledge of the mission, charter, roles, and responsibilities of ODNI, IC, and the US Government agencies, as well as how these organizations can effectively cooperate in implementing international security plans and programs.
Demonstrated interpersonal, organizational, and problem-solving skills, including demonstrated ability to work effectively both independently and in a team or collaborative environment; and to lead and mentor junior colleagues.
Ability to communicate complex information clearly, concisely, and in a manner that meets the needs of diverse audiences.

JOB INTERVIEW TRAVEL
Candidates from outside the Washington Metropolitan Area (WMA) may be selected for a telephone, teleconference, or in-person interview.
SALARY DETERMINATION
The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Chief of Human Resource Management.
In some cases when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to, and not less than, the employee's current annual base rate of pay, not to exceed the maximum step rate of the GS grade to which assigned.

For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.
