Position Overview

Blackrock Strategy is seeking an experienced Maritime Operations Chief to support the planning, coordination, and execution of test, evaluation, and experimentation (T&E) activities supporting unmanned maritime systems.

Reporting to the Director of Maritime Operations, this position serves as the operational lead for the Maritime Execution Team (MET) and supports government sponsors, program offices, engineers, and operational users throughout the planning and execution of experimentation events involving unmanned surface, subsurface, and expeditionary systems.

This position serves as the primary point of operational coordination for Maritime Execution Team activities conducted in support of government customer objectives. The Maritime Operations Chief collaborates with government and industry stakeholders to coordinate operational activities, support field experimentation events, and contribute to the evaluation and transition of emerging maritime capabilities into operational use.



Primary Responsibilities

  • Support the planning, coordination, and execution of test, evaluation, and experimentation activities involving unmanned maritime and related systems.
  • Coordinate with government sponsors, program offices, engineers, operational users, and industry partners to support event planning and execution.
  • Develop and refine operational documentation, including Concepts of Operations (CONOPS), Standard Operating Procedures (SOPs), Test Plans, Tactics, Techniques, and Procedures (TTPs), and related planning products.
  • Facilitate communication among government customers, fleet representatives, technical teams, and industry partners throughout planning and execution activities.
  • Coordinate logistics, communications, range support, equipment readiness, and safety planning for experimentation events, demonstrations, and field activities.
  • Provide operational oversight during field events while promoting safe, efficient, and mission-focused execution.
  • Support accountability for the operational employment, readiness, and deployment of unmanned maritime systems and associated support equipment.
  • Collaborate with technical and operational personnel to support data collection, operational assessments, after-action reviews, and lessons learned.
  • Support the evaluation and transition of emerging technologies through operational feedback and participation in experimentation activities.
  • Provide operational status updates, planning information, and supporting documentation for program leadership and government customers.
  • Perform other duties in support of customer and organizational objectives as assigned.


Required Qualifications

Candidates should possess one of the following:

  • Bachelor's degree and 5+ years of experience supporting unmanned maritime systems, maritime operations, test and evaluation, or related operational activities

OR

  • 10+ years of directly related operational experience in lieu of a degree

Additionally, candidates should possess:

  • Experience operating or supervising Unmanned Underwater Vehicles (UUV), Unmanned Surface Vehicles (USV), Remotely Operated Vehicles (ROV), or comparable maritime systems.
  • Experience supporting government test, evaluation, experimentation, or operational events involving multiple organizations or stakeholders.
  • Experience developing or contributing to CONOPS, SOPs, TTPs, test plans, or similar operational documentation.
  • Experience coordinating operational teams in field, maritime, or deployed environments.
  • Working knowledge of one or more maritime mission areas including Mine Countermeasures (MCM), Intelligence, Surveillance and Reconnaissance (ISR), Electronic Warfare (EW), or Anti-Submarine Warfare (ASW).
  • Active Secret Security Clearance with the ability to obtain and maintain eligibility.
  • U.S. Citizenship.
  • Ability and willingness to travel in support of customer requirements.


Preferred Qualifications

  • Active Top Secret Security Clearance.
  • Experience supporting Office of Unmanned Systems Warfare (OUSW) Research & Engineering organizations or Navy Program Offices.
  • Experience supporting Special Operations Forces (SOF) maritime activities.
  • Experience supporting fleet integration or technology transition efforts.
  • Experience coordinating multi-platform experimentation or demonstration events.
  • Instructor or curriculum development experience supporting technical or operational training.
  • Familiarity with a broad range of unmanned maritime systems and supporting technologies.
  • Experience working alongside allied or partner-nation maritime organizations.
  • Recognized Subject Matter Expert (SME) supporting Department of War research, engineering, or operational organizations.
