Job description

The Director, Evaluation and Learning will be a member of the U.S. Programs unit. The U.S. Programs (USP) unit manages the Foundation’s grantmaking to ensure equitable, dignified, and supported access to reproductive health in the United States. Our unit supports numerous organizations in two main areas (or programs) of the reproductive health, rights, and justice movement. These two USP programmatic arms, Patients and Access and Social Change, work together to advance policies that protect and expand access, support adequate care infrastructure, and build the conditions for stronger support of reproductive freedom in the U.S. USP also includes a Learning & Evaluation (L&E) team, which partners with the two programmatic arms to assess strategic impact and make adjustments in service of our mission. *This role is based in the United States. Applicants outside the country will not be considered. *This role may be hybrid or remote. If the finalist is remote, they will be expected to travel to the Omaha office at least 3-5 times per year. *This role requires 15% travel per year, outside of office visits, to various locations in the United States. Responsibilities Provides direct support to the Vice President in facilitating major decisions and ensuring strong, balanced information flow and engagement – provides strategic advice, analysis, and thought partnership to the VP and spearheads cross-cutting information sharing on important decisions. Drives USP team-wide monitoring, evaluation, and learning – leads on designing the approaches to evaluating the Program unit’s strategies, portfolios, and projects and implementing the full portfolio of evaluation and data projects for the unit. Balances the range/types of evaluation projects with the priority information/evidence needs from the program. Also drives the prospective data and insights strategy, translating data, findings, and research into actionable recommendations for the VP and Program Directors. Drives data-driven insights – Identifies and manages systems and processes to ensure routine data collection and analysis inform and improve USP’s efforts. Translates complex evaluation findings into clear, actionable insights for internal teams and advises on potential strategic shifts. Synthesizes cross-strategy insights to inform scalable models and/or identify new strategic opportunities. Develops and deepens external relationships with learning and evaluation partners – Grows external relationships with aligned funders, partners, and experts in ways that nurture engagement with and understanding of USP’s strategic agenda and fosters, as appropriate, collaboration on larger initiatives and priorities. Builds internal foundation relationships & fosters productive information sharing and collaboration – cultivates effective partnerships, where appropriate, with the Foundation’s key business and programmatic partners, including Legal, HR, and Finance. Under the guidance of the VP, ensures full updates to and appropriate engagements with Foundation leadership (ELT), the President, and the Board – and meaningfully contributes to the development and execution of Foundation-wide strategies. Leads a team and drives institutional learning – lead, build, and mentor a small team of evaluation and learning specialists. Foster a data-driven culture and support continuous learning and adaptation mindsets, to enhance program and strategy development for the unit. Liaise with other evaluation leads across the Foundation to share cross-program learnings. Manages L&E budget – in partnership with the VP and Directors, manages all aspects of forecasting, tracking, and spending within the L&E budget. Allocates and forecasts L&E resources effectively to maximize the impact of our evaluation and learning efforts for USP. Advances USP team management and operations functions – under the guidance of the VP, ensures team-wide management and operations systems, policies, processes, and practices best support the efficiency and effectiveness of the USP unit, including communications processes & practices. Facilitates USP leadership efforts to inform and contribute to the development of foundation-wide management and operational functions that impact USP’s L&E work. *These responsibilities may change or evolve over time in alignment with the Foundation’s needs and initiatives. Qualifications Background and Experience Required A minimum of 15 years of relevant experience leading evaluation, learning, research, and/or data analytics efforts and practical application of insight and findings to strategy at a nonprofit organization, advocacy organization, social sector consulting firm, philanthropic organization, etc. Advanced degree in relevant field (Public Health, Public Policy, Epidemiology, Statistics, Public Administration, etc.) Demonstrated ability to operate in leadership roles; experience advising senior leadership. Demonstrated ability to build strong relationships across sectors, with external partners, and with internal teams. Advanced skills and experience in collecting, analyzing, interpreting, and using data and evaluation findings; experience with a range of methodologies including formative evaluation, developmental evaluation, methods appropriate for advocacy and policy change efforts, and work to shift culture and social norms. Experience evaluating or using data to inform systems change / movement change strategies (e.g., advocacy, movement building, campaign, litigation, and/or communication strategies). Strong understanding of reproductive health, rights, and justice and/or other progressive movements, with expertise in systems thinking and the use of evaluation and learning to assess impact in complex social-change environments. Preferred Experience with the philanthropic sector. Experience with a broad swath of data used in the social sector – including national surveys, proprietary data like voter files, communications data, etc. Attributes for Success Strategic Thinking and Alignment: Ability to develop and implement long-term evaluation strategies that align with unit priorities and evidence needs.
