The Manager, Strategic Proposal & Content Services leads the organization's proposal development, content strategy, and knowledge management functions. This role is responsible for ensuring that customer-facing content, proposal responses, and institutional knowledge are accurate, accessible, consistent, and strategically aligned with business objectives.

The position oversees a team responsible for proposal development, content management, and knowledge services while driving scalable processes that improve response quality, reduce content duplication, and increase organizational efficiency. The Manager serves as a key partner to Sales, Product Management, Customer Support, Operations, Marketing, and executive leadership to ensure enterprise knowledge is effectively leveraged to support customer success and business growth.


Essential Responsibilities


Proposal Strategy & Development

  • Lead the development of strategic, high-quality proposal responses for prospective and existing customers.
  • Establish standards, processes, and best practices for proposal development and content creation.
  • Guide the creation of executive summaries, customer-focused narratives, and value-driven messaging.
  • Partner with subject matter experts to develop compelling and accurate responses.
  • Ensure proposal content aligns with organizational priorities, product capabilities, and customer needs.
  • Analyze proposal performance and identify opportunities to improve quality, efficiency, and effectiveness.

Content Services & Governance

  • Establish and maintain governance standards for proposal and customer-facing content.
  • Oversee content lifecycle management, including creation, review, approval, maintenance, and retirement.
  • Ensure content remains current, accurate, and compliant with organizational standards.
  • Partner with business leaders to identify content gaps and develop reusable assets.
  • Drive consistency in messaging, formatting, and content quality across the organization.

Knowledge Management

  • Lead the development and maintenance of enterprise content libraries and knowledge repositories.
  • Establish processes for capturing, organizing, and maintaining institutional knowledge.
  • Improve the accessibility and reuse of approved content to reduce redundant work and increase efficiency.
  • Promote content stewardship and ownership across business functions.
  • Ensure critical organizational knowledge is preserved and readily available to support customer engagements and business operations.

Customer Success Content & References

  • Oversee the collection and organization of customer success stories, references, proof points, and business outcomes.
  • Maintain reusable customer-focused content that supports proposals, presentations, and executive communications.
  • Partner with customer-facing teams to identify meaningful customer achievements and success metrics.
  • Ensure customer experience and business outcomes are reflected throughout proposal and content strategies.

Team Leadership & Development

  • Lead, mentor, and develop a team of proposal, content, and knowledge management professionals.
  • Establish clear priorities, performance expectations, and development opportunities.
  • Create a culture focused on quality, accountability, collaboration, and continuous improvement.
  • Allocate resources across competing priorities while maintaining service levels and response quality.
  • Foster strong partnerships across departments to support organizational objectives.

Process Improvement & Operational Excellence

  • Continuously evaluate proposal and content management processes for efficiency and effectiveness.
  • Identify opportunities to streamline workflows, improve collaboration, and increase content reuse.
  • Implement metrics and reporting to measure team performance, content health, and operational effectiveness.
  • Drive continuous improvement initiatives that enhance quality, scalability, and customer responsiveness.

Qualifications


Required

  • Bachelor's degree in Business, Communications, Marketing, Public Administration, Technical Writing, or related field.
  • 7+ years of experience in proposal management, content management, communications, knowledge management, or related disciplines.
  • 3+ years of people leadership experience.
  • Strong writing, editing, and business communication skills.
  • Experience leading cross-functional initiatives and influencing stakeholders.
  • Excellent organizational, project management, and process improvement capabilities.

Preferred

  • Experience supporting government, public-sector, or regulated-industry proposals.
  • Experience with proposal automation, content management, or knowledge management platforms.
  • Experience with SharePoint, Microsoft 365, and content repositories.
  • APMP certification or related professional credentials.
