Environmental Professional (SME II)

Position Summary The Environmental Professional (SME II) conducts Phase I Environmental Site Assessments (ESAs) and supports environmental compliance for Fee-to-Trust and other actions. This role provides reliable technical support to fill regional gaps and ensure compliance with CERCLA, OPA, and ASTM standards.

Key Responsibilities

  • Perform Phase I Environmental Site Assessments per 40 C.F.R. Part 312 and ASTM standards, including site reconnaissance, records review, and reporting.
  • Provide recommendations on environmental liabilities and acquisition decisions to support BIA Regional Directors.
  • Collaborate with BIA staff on interpreting All Appropriate Inquiries (AAI) regulations and coordinating with the Office of the Solicitor.
  • Support NEPA documentation, data collection, and technical writing for environmental reviews.
  • Maintain project tracking systems and prepare accurate, editable reports adhering to 59 IAM 5 guidelines.
  • Participate in interdisciplinary teams, public outreach, and meetings to facilitate environmental decision-making.

Required Qualifications

  • Bachelor's Degree in Environmental Science, Engineering, or related field or equivalent experience and at least 4 years of relevant experience (per PMIECS SME II).
  • Qualifies as an Environmental Professional under 40 C.F.R. 312.10(b).
  • Certification or demonstrated expertise in ASTM E1527 Phase I ESA methodologies.
  • Knowledge of CERCLA, OPA, and Fee-to-Trust processes.
  • Ability to travel as required; valid driver's license and successful background investigation required.
  • SOC Code: 19-2041 (Environmental Scientists and Specialists).
