Job Description:
Position Summary
• Our client is seeking a Junior Technical Writer / Business Analyst to support the development and documentation of Information System Contingency Plans (ISCPs) for critical agency applications.
• This role will be responsible for gathering information from application owners, technical teams, and business stakeholders to create, maintain, and document ISCPs required for agency approval and entry into ServiceNow Application Portfolio Management (APM).
• The position will support operational readiness, business continuity planning, audit remediation efforts, and compliance initiatives.
• Approximately 35 ISCPs remain to be developed and documented as part of the initial project deliverables.
Key Responsibilities
• Develop and document Information System Contingency Plans (ISCPs) for critical agency applications.
• Conduct interviews and information-gathering sessions with application owners, technical teams, and business stakeholders.
• Analyze existing system documentation, operational procedures, recovery plans, and architecture materials to support ISCP development.
• Translate technical and business information into clear, concise, and standardized documentation.
• Ensure ISCPs comply with agency standards, audit requirements, and business continuity guidelines.
• Coordinate review cycles, stakeholder feedback, approvals, and document revisions.
• Support the entry, maintenance, and tracking of ISCP records within ServiceNow APM.
• Assist with documenting application dependencies, recovery objectives, recovery procedures, and continuity requirements.
• Maintain document inventories, version control, and audit-ready documentation repositories.
• Track project progress and provide status updates on ISCP completion activities.
• Identify documentation gaps, inconsistencies, and risks and coordinate remediation efforts.
• Support operational efficiency initiatives and ongoing audit finding remediation activities.
• Collaborate with infrastructure, application support, security, and business teams to validate documentation accuracy.
• Assist with business analysis activities including requirements gathering, process documentation, and stakeholder communication.
Required Qualifications
• Bachelor's degree in information technology, Information Systems, Business Administration, Computer Science, or a related field or equivalent experience
• 2+ years of experience in technical writing, business analysis, documentation, compliance, or related roles.
• Strong written communication and documentation skills.
• Experience gathering information from technical and business stakeholders.
• Ability to organize and document complex processes and procedures.
• Experience with Microsoft Office Suite, including Word, Excel, and Visio.
• Strong attention to detail and document quality.
• Ability to manage multiple assignments and meet project deadlines.
• Strong interpersonal and communication skills.
Preferred Qualifications
• Experience developing ISCPs, disaster recovery plans, business continuity plans, or operational procedures.
• Familiarity with NIST contingency planning standards and related compliance frameworks.
• Experience with ServiceNow, particularly Application Portfolio Management (APM).
• Experience supporting government or public-sector organizations.
• Knowledge of application lifecycle management, IT operations, or infrastructure environments.
Deliverables
• Creation and completion of approximately 35 ISCP initial drafts for critical agency applications.
