Stellar Solutions is seeking a Technical Baseline Manager to develop, integrate, and manage technical requirements and interface artifacts (TRDs, ICDs, MBSE products), support major reviews, and ensure disciplined baseline control across large stakeholder groups.


You will advise program leadership on system and segment design and test issues, coordinate technical changes through review boards, and maintain disciplined requirements and interface management across lifecycle phases.
Key responsibilities include:

  • Develop, integrate, and manage TRDs, ICDs, and MBSE products.

  • Provide technical advice to inform decisions.

  • Support design reviews, technical evaluations, and requirements verification.

  • Coordinate and present technical changes through review boards.

  • Analyze problems, develop reports, and recommend solutions; partner to implement approved changes.

  • Maintain disciplined requirements and interface management across teams and phases.

Required Qualifications

  • 4 or more years on large-scale SE&I or development programs.

  • 2 or more years leading development or management of specifications, ICDs, CONOPS, architectures, and integration and test plans.

  • Experience leading requirements and interface management for a major program.

  • Experience coordinating and presenting technical changes via review boards.

  • Knowledge of IEEE 15288.1 and 15288.2; proficiency with Microsoft Office; Bachelorโ€™s degree in Engineering, Mathematics, Physics, or Computer Science.

Desired Qualifications

  • Space remote sensing systems (for example, SBIRS, Next Gen OPIR, FORGE, WSF-M, EWS).

  • MBSE; Jira and Confluence; SysML, Cameo, or DOORS NG.

  • DoD 5000.01 and 5000.02; Masterโ€™s degree; INCOSE.

Compensation:

The typical annual salary range for this position is approximately, USD $125,000 - $150,000. Individual pay is determined by many factors including work location, job-related skills, experience, and relevant education or training. In addition to salary, this position is also eligible for a discretionary annual performance bonus, profit sharing / retirement plan and other benefits (all in addition to annual base salary).


Deliverables could be in the format of a report, software file, briefing, spreadsheet, or other document as directed by the Government, using government approved and/or mandated systems/software and processes governed by guidance/instructions/policy or direction. The nature of this work will, at times, require quick responses to stringent deadlines and always in a high quality, professional manner.
