Summary
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Information Technology (OIT), Application Management Group (AMG).
As an IT Product Strategist, GS-2210-15, you will serve as a senior-level IT Product Strategist, responsible for shaping and driving enterprise-wide product strategy for complex, large-scale technology systems.

Duties
Help

• Develop and maintain long-term product strategies and roadmaps for enterprise Medicare IT systems, defining vision, goals, and success metrics across multiple interconnected technology portfolios.
• Conduct market research and technology trend analysis, including AI/ML, cloud-native solutions, APIs, and mainframe-to-cloud migration, translating findings into actionable investment priorities and modernization recommendations.
• Identify and mitigate strategic risks while embedding security and compliance requirements as core design principles throughout the product lifecycle, rather than end-of-cycle reviews.
• Lead federal and contractor teams across IT, product, and project management disciplines; facilitate executive briefings and strategic planning sessions to drive alignment across CMS, HHS, and interagency partners.
• Develop and applies OKRs, performance metrics, and data-driven frameworks to evaluate product health and ROI, directly informing senior leadership investment decisions and governance priorities.

BASIC REQUIREMENT: You must have IT-related experience demonstrating each of the four competencies listed:

4. Problem-Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Develop enterprise IT product roadmaps to align long-term technology investments with organizational mission priorities;
2) Lead cross-functional teams to execute data-driven product strategies that modernize IT systems supporting national health insurance programs;
3) Translate business or policy needs into product strategies that drive modernization and align with organizational goals; AND
4) Facilitate strategic planning sessions to build consensus around product vision, resolve organizational challenges, or align priorities among stakeholders.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
