Job description

NISC IV is looking for a Database / Software Developer to support the Federal Aviation Administration's Aeronautical Information Services organization.

The successful candidate will support the design, development, modernization, testing, and implementation of data-driven software applications used to manage and distribute aeronautical information to FAA customers.

This position will work closely with FAA stakeholders, users, technical teams, and other program personnel to develop new software capabilities, support special projects, modernize legacy applications, configure Commercial Off-the-Shelf applications, and improve technical and operational workflows. The individual must be able to work independently, translate business needs into effective technical solutions, and provide technical leadership and guidance on complex software and database development activities.

This position is based out of Oklahoma City, OK with potential for full time teleworking.

Primary Responsibilities

* Design, develop, test, implement, and maintain data-driven software applications supporting the distribution of aeronautical information to FAA customers.
* Perform ad hoc software development in support of special projects and emerging Aeronautical Data Team requirements.
* Customize, configure, and integrate Commercial Off-the-Shelf applications being evaluated or deployed by the Aeronautical Data Team.
* Develop software solutions to replace, modernize, or augment legacy applications requiring technology refreshment.
* Assist Aeronautical Information Services in evaluating, testing, and validating COTS applications prior to deployment.
* Work with users and stakeholders to gather, analyze, clarify, and document functional and technical requirements.
* Assist in the development and implementation of new workflows supporting Aeronautical Data Team projects.
* Design, develop, and maintain relational database structures, queries, stored procedures, views, functions, interfaces, and supporting application components.
* Translate business and operational requirements into scalable, maintainable, and secure software solutions.
* Troubleshoot application, database, integration, and production issues; perform root-cause analysis and implement sustainable corrective actions.
* Develop and maintain technical documentation for applications, source code, database structures, system architecture, process methods, configurations, and operational procedures.
* Participate in technical working groups, planning sessions, requirements discussions, design reviews, code reviews, and project meetings.
* Collaborate with software developers, database personnel, system administrators, analysts, testers, and FAA stakeholders throughout the software development lifecycle.
* Provide technical guidance, knowledge sharing, and mentoring to less-experienced team members.
* Support software quality, cybersecurity, configuration management, and organizational development standards.
* Perform additional software and database development activities as required to support program and customer objectives.

Basic Qualifications:

* Bachelor's degree in computer science, Software Engineering, Information Systems, Information Technology, or a related technical discipline and at least 8 years of relevant professional experience. Additional relevant experience may be considered in lieu of a degree.
* Significant experience designing, developing, testing, deploying, and maintaining enterprise software applications.
* Experience developing applications using modern programming languages and frameworks such as C#, .NET, Java, Python, JavaScript, or comparable technologies.
* Strong experience designing, developing, and supporting relational databases such as Microsoft SQL Server, Oracle, PostgreSQL, or comparable database platforms.
* Experience developing complex SQL queries, stored procedures, functions, views, database schemas, and data interfaces.
* Experience developing or supporting database-driven web, desktop, or enterprise applications.
* Experience modernizing, replacing, or enhancing legacy software applications.
* Experience translating user and business requirements into functional and technical software solutions.
* Experience troubleshooting complex application, database, interface, and data-quality issues.
* Experience creating and maintaining technical documentation, including system designs, database structures, source code documentation, process flows, and architecture documentation.
* Experience working throughout the software development lifecycle, including requirements, design, development, testing, deployment, and sustainment.
* Ability to independently manage technical assignments and provide solutions to complex development challenges.
