About This Role

Part-time Independent Contractor to be responsible for providing strategic data collection, analysis, and reporting to strengthen Maui County's early childhood system. This one-year contract (with possible extension) develops reports, and recommendations supporting planning, funding, and policy.

What You'll Do

Essential Duties

  • Collect, validate, and analyze early childhood data from multiple public sources.
  • Analyze ECE enrollment geographically throughout Maui County.
  • Analyze child care tuition by geographic area and provider type.
  • Evaluate Public Pre-K capacity, enrollment, and utilization.
  • Track workforce shortages including ECE teachers, pediatricians, therapists, Early Intervention providers, and related professionals.
  • Compile annual TANF and WIC participation for Maui County.
  • Analyze incoming ECE workforce pipeline.
  • Develop 5–7 years of historical trend data on child care availability, capacity, enrollment, tuition, subsidies, and utilization.
  • Identify child care deserts using geographic mapping.
  • Develop dashboards, executive reports, maps, and annual reports.
  • Support grant writing and strategic planning through data analysis.
  • Present findings to leadership and community partners.
  • Maintain confidentiality and data integrity.
  • Perform other duties as assigned.
