Job Overview:

Pay Range $50hr - $55hr

Requirement/Must Have:

  • Prior Advanced Planning Document Development Experience. 2+ years.
  • Expert working knowledge in Medicaid Eligibility, Client FAST and/or HHS. 5+ years.
  • Expert experience executing against multiple priorities/projects. 5+ years.
  • Proficient use of project collaboration and tracking tools (Microsoft Project Suite, MS Teams, Zoom, etc.). 5+ years.
  • Ability to interpret State and Federal Medicaid policies to ensure compliance with CMS regulations. 5+ years.
  • Expert level communication skills, both verbal and written. 5+ years.
  • Demonstrated project management, training and facilitating experience. 5+ years.
  • Demonstrated stakeholder engagement and collaboration experience. 5+ years.
  • Ability to create and deliver PowerPoint presentations, and standard operating procedures (SOPs). 5+ years.
  • Knowledge of state, local and county government regulations as they pertain to the grant proposal, contracts, and eligibility policy. 3+ years.

Responsibilities:

  • Develop MES Advanced Planning Documents (APDs) and related documentation to support planning, implementation, and operational activities for the Client Medicaid Program.
  • Draft CMS submittal letters that clearly communicate project intent, scope, and compliance.
  • Integrate business engagement, stakeholder management, project management, and technical liaison activities to ensure APDs are accurate, complete, and aligned with CMS requirements.
  • Collaborate closely with internal teams, external partners, vendors, contract offices, and budget staff to gather information and validate APD content.
  • Ensure APDs and supporting materials are well structured, strategically aligned, and submitted on schedule to meet federal and state requirements.
  • Facilitate and coordinate APD review meetings with key stakeholders.
  • Review contract and amendment submittal letters for accuracy, clarity, and relevance.
  • Interface with mid-level executive management and project teams to articulate current APD activities and translate updates into concise, actionable summaries.
  • Maintain ongoing awareness of CMS policy updates, organizational changes, and related communications.
  • Independently review, refine, and prepare APD documents for internal and external review and approval.
  • Apply strong written and verbal communication skills to translate complex concepts into clear, accessible documentation.
  • Organize materials and complete writing assignments according to agency standards for clarity, conciseness, structure, style, and terminology.
  • Attend DHB meetings to remain informed about current activities, priorities, and developments within Client Medicaid.
  • Coordinate with Business Units to compile timely and accurate responses to CMS questions during APD and procurement document reviews.
