Saviynt IGA Team Lead
The Opportunity:
The Department of Veterans Affairs' (VA) Identity Governance and Administration (IGA) capability is transitioning from the legacy, custom-built Account Provisioning and Deprovisioning System (APDS) to Saviynt Identity Cloud, a FedRAMP-authorized SaaS platform. In this role, you'll lead the transition to Saviynt and then integrate the remaining applications.
As Saviynt IGA Team Lead, you own the technical roadmap and delivery sequencing for the IGA workstream, lead the base team of Saviynt IGA Developers, and are the primary technical point of contact for Saviynt architecture and migration decisions.
What You'll Work On:
  • Own the technical roadmap and connector or workflow architecture for Saviynt Identity Cloud, including provisioning or deprovisioning, access-certification, and role-based access policy design.
  • Lead the legacy APDS-to-Saviynt migration sequencing and coexistence strategy, including identity mapping, attribute normalization, and reconciliation, and own the estimated APDS transition plan.
  • Lead the base Saviynt IGA development team for the transition and scale to a larger dedicated modernization team to onboard VA applications to the new IGA solution.
  • Own cross-platform integration architecture between Saviynt, CyberArk, Entra ID, and AWS IAM per the program's PAM conceptual architecture.
  • Serve as the escalation point for Tier 3 IGA incidents and own Root Cause Analyses for missed IGA-related Acceptable Quality Levels (AQLs), and report on user roles or entitlements across integrated VA systems.
  • Mentor and provide technical work leadership to Saviynt IGA Developers, and coordinate with the CyberArk PAM Lead and Okta or EntraID SSO leads on shared identity workflows.
  • Leverage AI intelligently to drive efficiency and quality of output.
  • Automate tasks wherever appropriate, and develop and consistently use ways of working which allow agents and automated processes to effectively assist.

You Have:
  • 5+ years of experience with COTS IGA or IAM tools such as Saviynt or SaaS IGA platforms
  • 2+ years of experience in a lead or architect role with COTS IGA or IAM tools
  • Experience leading an IGA migration or modernization effort, including legacy-to-SaaS transition, with a documented cutover or coexistence strategy
  • Experience with identity lifecycle management, access certification, and RBAC design at scale
  • Experience with Java, JavaScript, BeanShell, JSON, XML, REST, or SQL for connector or workflow development
  • Ability to obtain and maintain a Public Trust or Suitability/Fitness determination based on client requirements
  • Bachelor's degree in IT, Information Systems, or CS
  • Saviynt Certification such as EIC Administrator or Developer Certification

Nice If You Have:
  • Experience integrating IGA platforms with PAM and ITSM for end-to-end access-request automation
  • Experience leading a large-scale enterprise IGA rollout or modernization program
  • Experience using AI agents to build things
  • Knowledge of HSPD-12, FIPS 201-2, FICAM, and NIST 800-63 or 800-53 policies

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $86,800.00 to $198,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.
