Program: Comprehensive Legal Services to Unaccompanied Alien Children (UAC) – Program Management Office (PMO) Contract

Customer: U.S. Department of Health and Human Services (HHS) – Office of Refugee Resettlement (ORR), Washington, D.C. Capital Area

Work Location: 100% Remote Telework (U.S.-based)

Clearance: Must be a U.S. Citizen and able to obtain and maintain an HHS Public Trust background investigation

POSITION SUMMARY

The Management Analyst (2 openings) drives the metrics engine of CPMC's HHS/ORR UAC Legal Services PMO. This role is responsible for the collection, validation, and analysis of program performance metrics across all PMO and subcontractor workstreams, and for generating the recurring and ad-hoc reports that feed HHS/ORR leadership, the COR, and CPMC program management. The Management Analyst works at the intersection of data and operations — turning raw inputs from Microsoft Dynamics 365, SharePoint, and subcontractor submissions into decision-ready reporting.

KEY RESPONSIBILITIES
  • Collect, validate, and maintain program performance metrics across all PMO functions (contracts/subcontracts, finance, quality, records) and across subcontractor legal service providers.
  • Produce the program's recurring metric reports — weekly status inputs, monthly program reports, and QASPaligned performance data — on schedule and to HHS submission standards.
  • Build and maintain metric definitions, data dictionaries, and collection protocols so every reported number is traceable and auditable.
  • Run trend, variance, and throughput analyses; flag anomalies, risks, and improvement opportunities to the PMO Lead and Deputy.
  • Feed and generate reports from Microsoft Dynamics 365, SharePoint, and Power BI; automate recurring report production wherever possible (Power Query, Power Automate, D365 native reporting).
  • Support the Quality Lead and Quality Analyst with the quantitative inputs for QASP surveillance, audits, and corrective action tracking.
  • Respond to HHS/ORR data calls with accurate, documented, ontime analyses.
  • Coordinate with the Data Analyst and Finance teams to maintain a single source of truth for program performance numbers.
  • Maintain reporting calendars, deliverable trackers, and submission logs for the PMO.
  • REQUIRED QUALIFICATIONS
  • U.S. Citizenship (required for HHS background investigation).
  • Ability to obtain and maintain an HHS Public Trust background investigation.
  • Bachelor's degree in Business, Public Administration, Data Analytics, or a related field.
  • Minimum 35 years of management analyst, program analyst, or performance metrics experience on federal programs; direct HHS customer experience strongly preferred.
  • Demonstrated experience collecting, analyzing, and reporting program performance metrics against a QASP or equivalent performance framework.
  • Handson reporting experience with Microsoft Dynamics 365 and the Microsoft Power Platform (Power BI, Power Query); expert Excel.
  • Strong written communication skills — the ability to turn analysis into clear narrative for federal leadership.
  • PREFERRED QUALIFICATIONS
  • Prior experience supporting HHS/ORR, ACF, or an immigrationrelated or casemanagement program.
  • Working SQL and/or Python for analysis.
