Duties
Help
If selected for this position, you will serve as the district's principal advisor and subject matter expert on physical security, personnel security, classified information security, emergency preparedness, continuity of operations (COOP), Communications Security (COMSEC), and related security operations. As such, you will be responsible for the following:
  • Develop, implement, administer, and evaluate district-wide security policies, procedures, risk assessments, and mitigation strategies to safeguard personnel, facilities, classified information, and government assets while ensuring compliance with Department of Justice, Executive Office for United States Attorneys (EOUSA), National Security, and other applicable federal security requirements.
  • Plan, coordinate, oversee, and maintain physical security systems and infrastructure, including access control systems, intrusion detection systems, video surveillance, alarms, locks, barriers, and security enhancements associated with new construction, renovations, and facility modifications.
  • Administer the district's personnel security program, including processing and maintaining security clearances, SCI access, classified visit requests, security briefings and debriefings, clearance verification, and required security reporting while serving as the district resource for clearance-related matters.
  • Develop, coordinate, and maintain emergency preparedness, continuity of operations (COOP), occupancy emergency plans, evacuation procedures, and contingency planning to ensure the district's ability to continue essential operations during emergencies, natural disasters, security incidents, and other disruptive events.
  • Receive, assess, document, and coordinate responses to threats, suspicious activity, and inappropriate communications directed toward United States Attorneys, Assistant United States Attorneys, and other USAO personnel. Coordinate protective measures, threat assessments, and investigative activities with the United States Marshals Service, Federal Bureau of Investigation, local law enforcement agencies, EOUSA and other appropriate partners to ensure employee safety and operational security.
  • Develop and deliver security education, awareness, and specialized training programs for employees on physical security, classified information handling, workplace violence prevention, emergency procedures, operational security (OPSEC), and related security topics.

  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.

Qualifications
GS-11: To be eligible at the GS-11 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.
Specialized Experience: Possess at least one full year of specialized experience equivalent to the GS-9 level obtained in either the private or public sector and defined as follows. Specialized experience includes performing the following types of duties: identifying physical security vulnerabilities and recommending measures and practices to eliminate real and potential shortfalls or deficiencies; providing input for an organization wide security management plans and/or policies for safeguarding personnel, equipment, property, facilities and information systems; participating in contingency and emergency preparedness planning to continue essential operations during various types of emergency situations; and communicating security requirements and advice to various levels of staff; administering a personnel security program, including processing security and maintaining clearances. OR Education: One of the following types of education: a LL.M., if related OR a Ph.D. or equivalent doctorate degree; OR 3 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position; OR Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years (36 semester hours).
GS-12: To be eligible at the GS-12 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a combination of Education and Experience.
Specialized Experience: Possess at least one full year of specialized experience equivalent to the GS-11 level obtained in either the private or public sector and defined as follows. Specialized experience includes performing the following types of duties: advising management on all aspects of physical security and emergency preparedness to ensure adequate security is maintained for the organization; developing, implementing, and administering contingency and emergency preparedness planning efforts to continue essential operations and discharge responsibilities during and following emergency situations; administering and monitoring loss prevention programs to protect property and evidence located in the organization; preparing security incident reports and office security plans; administering a personnel security program, processing and maintaining security clearances and performing briefings and debriefings; Developing and presenting security education, awareness, and training programs.
Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. If your agency has notified you in writing that you are a displaced employee eligible for ICTAP consideration, you may receive selection priority if: 1) this vacancy is within your ICTAP eligibility; 2) you apply under the instructions in the announcement; and 3) you are found well-qualified for this vacancy.
