Job description

The Senior Codes & Standards Engineer is responsible for leading and advancing appliance, equipment, and building energy codes and standards strategies that materially improve energy efficiency outcomes in the Northwest. This role independently evaluates existing and emerging technologies for applicability within current and future regulatory frameworks, applies expert technical and market judgment, and shapes proposals that influence state, regional, and national rulemaking processes.ย ย 

The Senior Engineer serves as a primary technical representative for NEEA in external regulatory and stakeholder forums, leads complex technical and economic analyses, and provides technical guidance to peers and crossfunctional partners. Success in this role requires deep technical expertise, sound independent judgment, and the ability to integrate technical, market, and policy considerations to influence outcomes within complex and evolving regulatory environments.ย ย ย 

This position is open to qualified candidates based in the Portland, Oregon metro area or anywhere within NEEA's Northwest region, including Oregon, Washington, Idaho, and Montana.ย 

Finalists must have eligibility to work in the US as NEEA is not able to provide VISA sponsorship or have remote work outside of the US.ย 

Salary range: $100,000 - $120,000, exemptย

The Typical Day May Includeโ€ฆย 

  • Contribute to the development and advancement of codes and standards strategies for assigned technologies or products that support energy efficiency and grid benefits in the Northwest.ย ย 

  • Conduct technical and market analyses of existing and emerging technologies relative to regulatory opportunities and support evaluation of specifications, test methods, and performance metrics to align them for current and future regulatory frameworks.ย ย 

  • Implement codes and standards strategies within established frameworks and roadmaps in coordination with product managers and senior technical staff.ย ย 

  • Participate in state, regional, and national codes and standards development and adoption processes by supporting the development of technical analyses, proposals, comments, and related materials.ย ย 

  • Provide technical input to engagements with manufacturers, policymakers, utilities, and industry organizations to support codes and standards advancement efforts.ย ย 

  • Monitor technology, market, and policy developments relevant to assigned areas and communicate findings to inform strategy refinement.ย ย 

  • Prepare clear technical documentation and support presentations, comment letters, and other materials for internal and external audiences.ย ย 

  • Collaborate with internal teams to support alignment between codes and standards activities, product planning, and market transformation objectives.ย ย 

  • Other duties which may be necessary or desirable to support the organizationโ€™s success.ย 

Supervisory Responsibilities:ย 

This position has no supervisory responsibilities but may provide direction, guidance and coaching to members of the work group and/or external contractors, partners or vendors. Responsibilities may include scheduling members of the work group, orienting and training others in applicable policies, procedures and techniques, and providing coordination to ensure work success.ย ย 

Your Experience, Education, and Skills:ย 

  • Bachelorโ€™s degree in engineering, building science, energy systems, or a related technical field.ย ย 

  • 7+ years of progressive experience in energy efficiency, building technologies, appliance or equipment performance, or related technical areas.ย ย 

  • Experience contributing to codes and standards development, regulatory processes, or technical policy work at the state, regional, or national level.ย ย 

  • Demonstrated technical proficiency in evaluating energyusing technologies, including performance characteristics, efficiency impacts, and market considerations.ย ย 

  • Ability to perform and interpret technical and market analyses to support codes and standards proposals and regulatory pathways.ย ย 

  • Ability to exercise professional judgment within established strategies, frameworks, and direction.ย ย 

  • Ability to contribute effectively to public codes and standards processes through preparation of technical materials and analysis.ย ย 

  • Ability to work collaboratively with product managers, engineers, and stakeholders across functions.ย ย 

  • Ability to communicate technical information clearly in written and verbal formats.ย ย 

  • Proficiency with standard analytical and productivity tools.ย
