Position Overview:

The Department of Healthcare and Family Services, Division of Child Support Services is seeking a qualified and motivated individual to lead our Springfield Regional Office. This position will plan, direct, and evaluate the operations of the Regional Office while enforcing the agency's policies and procedures pertaining to the enforcement of the Child Support Title IV-D Trust fund.

The ideal candidate will be professional, possess supervisory experience, and excellent communication skills. The possession of these skills will ensure the candidate is successful in the role as liaison between the Division of CSS/Downstate Operations, Circuit Clerks, the Attorney general's staff, the State's Attorneys, and legal representatives.

Essential Functions
  • Subject to management approval, serves as Regional Manager in planning, directing, and evaluating the operations of the Springfield Region for the Bureau of Child Support Services (CSS)-Downstate Operations.
  • Serves as full line supervisor.
  • Develops and coordinates working relationships with division management staff, Circuit Clerk staff and with the State's Attorney's contractors to coordinate the location of absent parents through division location services.
  • Directs and monitors the on-site review of assigned contractor's operations.
  • Manages and monitors the quality control program for the region.
  • Confers with Clerks of the Court, State's Attorneys, the Attorney General, and other officials.
  • Represents the department with commitment authority in negotiations with municipal, county, public and private agencies, and organizations.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
  • Two (2) years professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, approving time off and conducting performance evaluations.
  • Two (2) years of professional experience recommending policy and/or procedure revisions pertaining to new or revised laws governing welfare reform impacting the operations and collection of child support.
  • Two (2) years professional experience establishing and monitoring quality control protocols for a private or public organization.
  • Two (2) years of experience conducting professional team meetings.
  • Two (2) years of experience in public speaking to large and small audiences.
  • Two (2) years of professional accounting experience as it relates to accounts receivables.
Conditions of Employment
  • This position requires the ability to pass a national background check prior to employment due to accessing confidential federal tax information.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires the ability to utilize and maintain state issued equipment such as a laptop.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest.
