Position Overview
RIVA Solutions is seeking a Technical Lead / Business Analyst to support a Federal web modernization and digital services program. The ideal candidate will combine hands-on technical leadership with strong business analysis skills to translate stakeholder needs into clear requirements, user stories, technical tasks, and high-quality digital solutions.
This role will work closely with Government stakeholders, product owners, UX and content teams, developers, QA testers, accessibility specialists, web administrators, and infrastructure resources. The Technical Lead / Business Analyst will help guide requirements discovery, backlog refinement, solution design, development coordination, testing support, and release readiness for secure, responsive, maintainable, and accessible web products in a Federal environment.
Core Responsibilities
  • Serve as a bridge between Government stakeholders, business users, UX/content teams, developers, QA, accessibility specialists, and infrastructure resources to support web modernization and digital services delivery.
  • Elicit, analyze, document, and validate business requirements, functional requirements, technical requirements, user stories, acceptance criteria, workflows, process flows, and decision points.
  • Translate stakeholder needs into actionable technical tasks, development estimates, backlog items, sprint-ready stories, testable acceptance criteria, and implementation plans.
  • Lead or support technical design discussions for Drupal/WCMS enhancements, content models, templates, APIs, integrations, search features, analytics, data feeds, forms, microsites, landing pages, and web applications.
  • Guide developers in applying Drupal/WCMS best practices, secure coding practices, reusable component patterns, responsive design, Section 508/WCAG accessibility practices, and Federal web standards.
  • Coordinate development activities, code reviews, peer reviews, release planning, deployment coordination, defect resolution, and rollback planning in collaboration with technical and project leadership.
  • Support legacy site migrations, WCMS upgrades, content consolidation, redirects, metadata, taxonomy, search behavior, content validation, and migration readiness activities.
  • Facilitate Agile ceremonies and working sessions including backlog grooming, sprint planning, daily standups, sprint reviews, retrospectives, stakeholder demos, and requirements walkthroughs.
  • Partner with QA and Trusted Tester resources to confirm that implemented features satisfy requirements, function across browsers and devices, and meet accessibility and usability expectations.
  • Document technical dependencies, risks, assumptions, issues, change impacts, release notes, training inputs, SOPs, and user support materials as needed.
  • Analyze production issues, user feedback, analytics findings, public inquiry trends, and operational tickets to identify root causes and recommend improvements.
  • Communicate technical concepts, tradeoffs, risks, and recommendations clearly to both technical and non-technical stakeholders.
Minimum Qualifications
  • Experience supporting web modernization, digital services, CMS/WCMS, application development, or public-facing website programs.
  • Experience performing business analysis activities including requirements elicitation, process analysis, user story development, acceptance criteria definition, backlog management, and stakeholder facilitation.
  • Hands-on technical understanding of Drupal or comparable WCMS platforms, web applications, APIs, integrations, HTML5, CSS, JavaScript, responsive design, and modern web development practices.
  • Experience coordinating developers, QA testers, UX/content staff, accessibility specialists, and client stakeholders in an Agile/Scrum or Kanban delivery environment.
  • Working knowledge of Section 508/WCAG, W3C standards, mobile responsiveness, accessibility remediation, browser compatibility, and Federal digital service expectations.
  • Experience with Jira, Confluence, or comparable tools for backlog management, requirements traceability, defect tracking, collaboration, and reporting.
  • Ability to write clear requirements documents, user stories, meeting notes, process flows, technical summaries, release notes, SOPs, and stakeholder communications.
  • Strong analytical, communication, facilitation, problem-solving, organization, and customer-service skills.
Preferred Qualifications
  • Experience supporting Federal, HHS, healthcare, public health, scientific dissemination, research, or mission-focused digital services programs.
  • Experience with Drupal 8/9/10 migrations, content modeling, custom modules, taxonomy, metadata, redirects, search, analytics, and WCMS workflow configuration.
  • Experience supporting cloud-hosted web environments, AWS, CI/CD, Git, Docker/Docksal, DevSecOps practices, or deployment coordination.
  • Experience with Google Analytics/DAP, search analytics, SEO, data visualization embedding, chatbot/AI search features, or knowledge base improvements.
  • PMP, CSM, PMI-ACP, SAFe, CBAP, Security+, Drupal, accessibility, or related certification preferred.
  • Experience supporting ATO, FISMA, NIST, FedRAMP, security documentation, or compliance coordination is a plus.
