The APWA-accredited Public Works Department is seeking an energetic and experienced leader to join our team and serve the needs of the community. We are looking for a knowledgeable and collaborative professional to manage the City's wastewater collection system programs with a strong focus on customer service, regulatory compliance, and operational excellence.
This position requires a solid understanding of wastewater system operations, asset management principles, and best management practices, along with the ability to effectively communicate with a variety of customers including contractors, inspectors, regulatory agencies, internal departments, and the public. The ideal candidate brings experience supervising staff, overseeing complex utility programs, and supporting long-range planning to ensure reliable and environmentally responsible wastewater services.
DEFINITION
The Wastewater Manager oversees the management, supervision, and coordination of the City's wastewater collection systems planning and operation functions. This leadership role ensures assets are effectively developed, funded, maintained, operated, protected, replaced, and monitored to achieve service level objectives. The position provides strategic guidance in long-range capital and operational planning, budgeting and financial policies, offering technical expertise and ensuring the implementation of compliant and fiscally responsible programs and procedures that protect public health.

Receives general direction from Planning and Operations Manager or assigned management staff.

EXAMPLES OF DUTIES
ESSENTIAL AND MARGINAL FUNCTION STATEMENTS Essential and other important responsibilities and duties may include, but are not limited to, the following:
Essential Functions:
- Oversee the development and implementation of wastewater planning and operations functions; develop and implement concepts, procedures, guidelines, analytical methods, decision making systems, and data collection methods to optimize operations, prepare reports on asset performance, and track the effectiveness of asset management strategies.
- Conduct a variety of organizational studies, field investigations, and operational studies; including development, oversight and implementation of the Wastewater Master Plan that includes long-range infrastructure planning, capacity assessments, and system rehabilitation strategies.
- Manage the lifecycle of wastewater assets, including collection systems (e.g., pipes, pump stations), and related infrastructure, integrating new assets into operations, retiring assets, and identifying and coordinating training needs for staff.
- Plan, direct, coordinate, and review the work of assigned staff; assign work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
- Oversee wastewater utility rate structures and rate studies to develop and implement equitable and defensible rates that fairly distribute the costs of service among different customer classes, including residential, commercial, and industrial users.
- Establish and maintain inter-agency communication channels, representing the organization in discussions related to policy interpretation, compliance with regulatory developments, and exploring strategic areas for mutual benefit.
- Coordinate contracted services with independent contractors, consultants, equipment manufacturers and other external private or public entities to develop and maintain the department's infrastructure.
- Develop and manage the wastewater budget and financial policies, ensuring fiscally
responsible programs and procedures.
- Identify preventative maintenance tasks related to new assets and coordinate with the maintenance staff on integrating required inspection checklists and work orders into the computerized maintenance management program (CMMS).
- Prepare reports and presentations regarding the performance of the wastewater facility assets and track the effectiveness of asset management strategies in improving level of service performance.
- Analyze numerous programs for effectiveness and efficiencies, thorough understanding of risk and mitigation processes, organizational processes, and establishing and reporting performance indicators.
- Oversee, develop, and implement a Pretreatment Program; research and develop pretreatment policies that meet current state requirements and needs of the City.
- Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of wastewater operations; incorporate new developments as appropriate.
- Participate in emergency response activities related to wastewater collection and other City systems as needed.
- Ensure compliance with all applicable federal, state, and local regulations related to wastewater management.
- Respond to and resolve difficult and sensitive citizen inquiries and complaints.

QUALIFICATIONS
Knowledge of:
- Comprehensive understanding of wastewater collection infrastructure (mains, laterals, manholes, lift stations, SCADA, etc.) and its functionality, including design, construction, operation, maintenance, and repair methodologies.
- Familiarity with developing sustainable and cost-effective wastewater master plans,
- integrating design considerations with long-term capital improvement strategies.
- Understanding of wastewater system planning principles, practices, regulations and techniques, including development and updating drainage basin and plans.
- Familiarity with the deployment, calibration, and analysis of flow monitoring equipment to provide data for hydraulic and hydrologic models.
- Familiarity with wastewater engineering and design including the Washington State Department of Ecology Criteria for Sewage Works Design (Orange Book).
- Expertise in managing assets throughout their lifecycle, from acquisition and maintenance to rehabilitation, repair, and replacement decisions.
- Understanding of municipal budgeting and financial planning related to operations and infrastructure.
- Familiarity utilizing data management systems like GIS, CMMS, and asset databases to track and analyze asset information.
- Working knowledge of applicable regulations and standards, including environmental, safety, and public works codes.
- Understanding of and expertise in managing the employee lifecycle (e.g. recruitment, onboarding, development, performance management, off boarding, etc.)
- Familiarity with performance measurement frameworks, including key performance indicators (KPIs) and levels of service (LOS).

Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
- Five to seven years of progressively responsible experience in public works, asset management, infrastructure planning, or municipal operations.
- Two or more years of supervisory or management experience, including overseeing technical or operations staff.
Training:
- Bachelor's degree in Civil Engineering, Public Administration, Environmental Science, or an infrastructure planning and management related field.
License:
Desirable licenses or certifications include:
- Professional Engineer (PE) license.
- Certified Asset Management Assessor (CAMA) - or equivalent certification from the Institute of Asset Management (IAM) or another recognized body.
- Project Management Professional (PMP) or similar certification.
- Public Works Supervisor or Manager certification through APWA or similar organizations.
- Valid state-issued driver's license with an acceptable driving record*

Environmental Conditions:
Work is generally performed in an office environment but requires travel to a variety of locations to perform ?eld work in all weather conditions.
Physical Conditions:
Essential and marginal functions may require maintaining physical condition necessary for walking rough terrain and climbing inclines at work sites. May also be exposed to conditions and hazards associated with construction sites and potentially hazardous materials and equipment, fumes or vapors. Work may also be performed in enclosed spaces.
REMOTE WORK ELIGIBILITY This position is eligible for remote work. The City's remote work policy, , requires staff in positions eligible for remote work to work onsite a minimum of four days per pay period (every two weeks). Full-time remote work is not an option. Once hired, employees must reside in the State of Washington
