Program Overview 
RIVA Solutions supports the U.S. Department of Commerce (DOC), International Trade 
Administration (ITA), in establishing and operating an AI Center of Excellence (AI-CoE) 
under the Office of the Chief Information Officer (OCIO). This program advances IT 
modernization by designing, developing, deploying, and maintaining artificial intelligence 
and machine learning solutions that strengthen mission outcomes across the Commerce 
enterprise. 

The AI-CoE provides AI application development, model lifecycle management, data 
engineering, security support, quality assurance, and Agile delivery services that enable 
DOC to mature toward higher levels of operational and technological excellence. RIVA’s 
work ensures that AI tools and systems are reliable, scalable, secure, and aligned with 
federal cloud and data strategies. 

Position Overview 
RIVA Solutions is seeking a Low Code AI Engineer to support the delivery and 
operationalization of AI-enabled solutions using low-code platforms—primarily Microsoft 
Power Platform and Copilot Studio—within the AI Center of Excellence. This role focuses 
on enabling, deploying, integrating, and monitoring AI experiences in Microsoft’s 
specialized government cloud environment (Government Cloud Computing/Government 
Community Cloud), designed to meet the compliance and security needs of Federal, State, 
Local, and Tribal governments. Emphasis is placed on configuration-first development, 
CI/CD, data/content ingestion pipelines, and ongoing operations to ensure reliable 
production performance. 

This position partners closely with technical teams and federal stakeholders to implement 
scalable low-code solutions, establish repeatable delivery patterns, and support the 
knowledge/content lifecycle that powers AI experiences (e.g., ingestion, validation, refresh, 
governance, and monitoring). Traditional, heavy machine learning model development is 
not a primary expectation for this role, though limited support may be required as future 
mission use cases evolve. 
U.S. Citizenship is required, along with the ability to obtain and maintain a federal Public 
Trust investigation. This position is fully remote within the United States. 

Core Responsibilities 
• Enable and deliver low-code AI solutions using Microsoft Power Platform and 
Copilot Studio to support enterprise mission needs. 
• Configure, integrate, and operationalize AI experiences, including connectors, 
workflows, approvals, and automation patterns that support secure enterprise 
adoption. 
• Support cloud delivery within Microsoft’s specialized government cloud 
environment (Government Cloud Computing/Government Community Cloud), 
ensuring solutions align with federal security, compliance, and governance 
requirements. 
• Implement and maintain CI/CD processes for Power Platform/Copilot solutions 
(solution packaging, environment promotions, release management, and 
deployment automation). 
• Build and support data/content ingestion pipelines that prepare and maintain 
knowledge sources for AI experiences (knowledge lifecycle management, 
validation, refresh schedules, and quality checks). 
• Deploy, monitor, and optimize low-code AI solutions in production, including 
telemetry, alerting, performance monitoring, and incident response support. 
• Partner with Data Engineers and platform teams to ensure content and data are 
structured, accessible, and maintained for AI-enabled experiences (without 
requiring heavy feature engineering or predictive modeling). 
• Use Python or lightweight scripting only as needed for function calls, integration 
edge cases, automation gaps, or specialized operational support. 
• Document platform configurations, release procedures, operational runbooks, 
integration patterns, and technical implementation details. 
• Collaborate with AI Developers, Data Engineers, Scrum Masters, and federal 
stakeholders in Agile/Scrum environments. 
• Stay informed on emerging low-code AI capabilities (Power Platform, Copilot Studio, 
governance, and federal cloud guidance) to improve solution quality and 
maintainability. 

Minimum Qualifications 
• Bachelor’s degree or equivalent professional experience. 
• Minimum 2 years of experience delivering low-code solutions, platform 
enablement, automation, or related engineering work (Power Platform/Copilot 
Studio strongly preferred). 
• Experience configuring, deploying, and supporting solutions across multiple 
environments (dev/test/prod), including release and change management practices. 
• Experience with CI/CD concepts and implementation for low-code or platform
based solutions (packaging, deployments, environment strategy, and operational 
monitoring). 
• Experience supporting data/content ingestion, integration, or lifecycle processes 
that enable AI experiences (knowledge management, data preparation workflows, or 
content operations). 
• Strong analytical and problem-solving skills with a delivery-and-operations mindset. 
• U.S. Citizenship required. 
• Ability to obtain and maintain a Federal Public Trust investigation. 

Preferred Qualifications 
• Experience supporting federal government or public-sector technology programs, 
including regulated cloud environments. 
• Hands-on experience with Microsoft Power Platform administration and governance 
(DLP policies, environment strategy, ALM practices, Center of Excellence patterns). 
• Experience with Copilot Studio (bot/agent configuration, integrations/connectors, 
publishing, telemetry/monitoring). 
• Exposure to lightweight scripting (e.g., Python) for integrations, function calling, or 
operational edge needs. 
• Experience with monitoring/observability practices (logging, metrics, alerting, 
dashboards) and operational support for production services. 
• Familiarity with cloud-native services and secure delivery practices within Azure 
ecosystems. 
• Certifications in Power Platform, cloud engineering, or related fields are a plus.
