Summary
You will serve as a SUPERVISORY MANAGEMENT ANALYST (MANPOWER) in the S-1 DIRECTORATE of MARINE CORPS BASE HAWAII.

  • You will be responsible for planning, analyzing, coordinating and providing direction for work assignments and projects.
  • You will be required to represent the S-1 Director /Deputy Director for all MCB Hawaii's 'Force Manpower' activities and issues, during negotiations and decision making with other officials of adjacent or higher levels.
  • You will identify staff non-compliance with all MCB Hawaii's 'Force Manpower' programs policies and procedures and
    report any non-compliance to the S-1 Director /Deputy Director as appropriate.
  • You will be responsible for management and/or program support such as; planning, research, analysis, and/or liaison for all manpower structure requirements.
  • You will be analyzing manpower/staffing problems in order to propose alternative solutions, such as revised organizational structures, realignment of functions, and/or realignment of staffing levels so as to meet mission requirements.
  • You will review and implement changes to organization(s) and resource controls/programs, and/or benchmarking studies of complex interrelated work processes and/or functions of MCB Hawaii.

  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing technical expertise on matters pertaining to manpower utilization, management, assignment, analysis and evaluation; preparing local directives pertaining to personnel distribution, advising senior officials regarding manning issues and acting as a primary manager for automated systems (e.g. Department of Navy Tracker, Total Force Structure Management System (TFSMS) or similar software.
