Description *This recruitment is open until filled. Early submissions are encouraged as applications will be reviewed on a regular and ongoing basis.* The City of Oxnard's Public Works Department is seeking a Civil Engineer to work within the Engineering and Capital Projects Division. Effective the first full pay period of July 2026, the salary range for Civil Engineer positions will increase by 3%

The new range will be $101,157.26 - $151,736.42 annually. WHAT YOU'LL DO: Project management/resident engineer responsibilities for the Division's more complex assignments, including vertical construction, city building upgrades, park improvements, street paving, and other public right-of-way engineering projects Assisting the Senior Civil Engineer in plan review and development for internal Facilities projects Coordination with the Traffic Engineering (TE) division to streamline the development and approval of traffic control plans for projects within the public right-of-way Development and management of the future Oxnard ADA Transition Plan for the public right-of-way Working with internal and external stakeholders to develop capital project scopes of work; production of engineering and architectural design plans and specifications for assigned projects, using both in-house and contracted resources Participate in Neighborhood Council and other public stakeholder meetings, sometimes outside of normal work hours and occasionally on weekends Perform other civil engineering-related duties as assigned Payroll/Classification Title: Civil Engineer DISTINGUISHING CHARACTERISTICS: The Civil Engineer is the class responsible for assuring that private and public development meets with applicable Federal, State, and City requirements and codes. This position is distinguished from the next higher level class of Senior Civil Engineer by the latter position's full management and supervisory responsibilities

SUPERVISION EXERCISED / SUPERVISION RECEIVED: Direction is provided by the Senior Civil Engineer or Supervising Civil Engineer. Incumbents in this class exercise technical and functional supervision over lower-level engineering technical and support staff. WORK SCHEDULE: The normal work week is Monday through Thursday, 8:00 - 6:00 PM and every other Friday, 8:00 - 5:00 PM.

Staff will work some evenings. Depending on the work assignment, staff may be assigned to a shift that is outside the standard work hours. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs.

The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work. Essential Functions (These class specifications represent only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.) Provides engineering analysis and comments on all phases of civil engineering land development plans, reports, and calculations; coordinates with developers and engineers to assure proposed improvements conform with applicable standards, policies and specifications; reviews engineering cost estimates; calculates and collects fees associated with development permits

Investigates field issues regarding land development construction and provides general direction to City inspectors and technicians on land development projects. Acts as a primary point of contact for residents, property owners, contractors, and private engineers regarding grading, land development and infrastructure improvements. Responds to questions and concerns from the general public; provides information and resolves complaints; provides information to the public at the front counter, via telephone, and by other means of communication regarding grading and encroachment permits as well as information about city utilities, improvement plan reviews, and city standards.

Performs historical document research and review; provides engineering analysis of potential alternatives for land development projects. Communicates and coordinates with various City divisions (Water, Wastewater, Streets, CIP Engineering, etc.) to ensure that proposed construction conforms to the needs and applicable requirements of those departments. Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties

Minimum Qualifications The following are the minimum qualifications necessary for entry into each classification: EDUCATION: Bachelor's degree in Civil Engineering or a related field EXPERIENCE: Possess the equivalent of three (3) years of directly related experience in civil engineering work LICENSE/CERTIFICATION: A valid unrestricted Class C license may be required, depending on position Possession of a valid certificate of registration/licensure as a Civil Engineer issued by the California Board for Professional Engineers, Land Surveyors, and Geologists OTHER REQUIREMENTS: Must be able to effectively communicate in English, both orally and in writing General Information APPLICATION PROCESS: Submit NEOGOV/Government Jobs on-line application. NOTE: For most positions, the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work. Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.

Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis. This position requires a 12 month probationary period. Pursuant to California Government Code Section 3100, all public employees are required to serve as disaster service workers subject to such disaster service activities as may be assigned to them.
