Summary
The Department of Energy is looking for a dynamic executive to serve as a member on the leadership team for the Office of Energy Dominance Financing (EDF). The incumbent will serve as the Chief Investment Officer and will report to the Department of Energy's Office of Energy Dominance Financing. DOE's Office of Energy Dominance Financing sources, underwrites, structures and manages several federal lending programs in support of large-scale energy infrastructure and manufacturing projects.

The U.S. Department of Energy (DOE) is seeking a visionary and experienced Chief Investment Officer (CIO) to lead the Office of Energy Dominance Financing (EDF). This is an opportunity to join the Senior Executive Service (SES) and play a pivotal role in financing the next generation of energy technology and infrastructure.
As the CIO, you will be at the forefront of the nation's strategic energy initiatives, managing a substantial and diverse loan portfolio. You will have the unique authority to shape critical national policies and drive the financial innovation necessary to achieve American energy dominance. As the CIO, you will:
1. Build Strategic Outreach and Partnerships:

• Lead Representative and Relationship Manager: Serves as a senior agency official representing DOE and the Office of Energy Dominance Financing (EDF) in meetings with industry leaders, universities, national laboratories, and representatives of domestic and foreign governments.
• Primary External Contact: Initiates and independently maintains frequent contacts with high-level DOE personnel, industry, other agencies, and Congressional staffers across a broad range of forums.
• Investment Sourcing: Oversees the organization's investment process, which includes the critical first step of "sourcing" assets and potential applicants.
• Inter-Agency and Intra-Agency Coordination: Manages interfaces with other DOE deployment and commercialization offices and ensures coordination with DOE program and staff offices to advance EDF's mission.

2. Develop Financial and Investment Policy:

• Develops Investment Policy and Framework: Oversees policy development, establishes an effective and well-organized investment process, and develops specific Title XVII policies and procedures.
• Shapes Strategic Direction: Manages the strategic framework through which EDF will achieve full utilization of its loan authority and develops short- and medium-term investment plans.
• Influences Department-Wide Policy: Plays a significant role in influencing Department of Energy policies and programs and recommends new policies and programs to improve agency-wide energy sector investment performance.
• Adapts to Market Conditions: Makes changes to the investment process as necessary to reflect the changing market environment and ensure compliance with all applicable laws and regulations.

3. Represent EDF in High-Level Negotiations:

• Negotiator: Negotiates arrangements with external parties pertaining to program logistics, pace, and funding. Possesses executive skill in negotiation and mediation techniques.
• Manages Conflicting Interests: Deals successfully with high-level officials within and outside the Federal Government where interests are routinely contrary to DOE policies and objectives, requiring adaptive and strategic executive action to reconcile differing points of view.
• Represents the Agency in High-Stakes Forums: Represents the organization to Congress, other departments, industry leaders, and senior executive advisory panels.

4. Lead and Direct Staff (Executive Managerial Authority):

• Sets Strategic Goals and Direction: The CIO "exercises executive managerial authority to set long range goals and objectives, translate objectives into specific projects, determine program emphasis, [and] plan for long range staffing and organization needs.
• Directs Subordinate Leaders: The CIO is responsible for "supervising Investment Division senior staff and directs a program "headed by subordinate supervisors/leads at the GS-15 or equivalent level. This involves providing "programmatic investment direction from senior management to assigned Sector leads.
• Manages the Organization: The incumbent, oversees and directs the internal organization, staffing, policies, and personnel authorities required to carry out the responsibilities of the Investment Division. This includes having the authority to "decide on the full range of personnel actions affecting assigned staff.
• Allocates Critical Resources: The CIO "works collaboratively with the EDF Deputy Director to assign and allocate the human resources, funding, and assign priorities necessary to meet program objectives and support operations.

TECHNICAL QUALIFICATIONS (TQs): Your resume must clearly demonstrate that you possess the following technical qualifications.
TQ 1: Executive-level experience in managing the full investment lifecycle of large-scale, complex debt portfolios (valued at the billions of dollars), within the energy infrastructure and advanced manufacturing sectors.
TQ 2: Demonstrated executive experience leading an organization's strategic outreach to identify potential loan applicants and build partnerships to advance energy technologies, coupled with success in developing financial policy and leading negotiations with high-level public and private sector stakeholders.
EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. There are five ECQs:

• ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
• ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
• ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality.
• ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
• ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.

Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.
