General Manager Duties:
As a Front Line Manager you will:
  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work.
  • Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
  • Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action.

The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
  • Exercises supervisory and managerial authority for the Unpaid Assessments Account Resolution section, overseeing the work of a team of Financial Management and Tax Analysts and related staff.
  • Assumes the full range of supervisory responsibilities within the Unpaid Assessments Account Resolution section. Plans work to be accomplished, establishes priorities and schedules for work completion. Supervises a staff of subordinate employees responsible for carrying out the mission of the office. This involves developing, formulating, implanting, and assessing the effectiveness, efficiency, and productivity of the assigned staff based on the work accomplished within the assigned timeline. Decisions may result in substantive changes to administrative plans or processes, or procedural changes. Recruits and selects staff members. Identifies training and development needs, actively implements agency and Federal EEO guidance; prepares performance standards and evaluates subordinates' performance; reviews completed work, accepts, amends or rejects as appropriate.
  • Leads the planning, coordination, and execution of financial operations related to the Revenue component of the Financial Statement Audit process, ensuring audit readiness, accuracy of data, and compliance with applicable standards and reporting requirements.
  • Oversees the application of evaluation techniques and in-depth analyses of data from IRS systems such as IDRS, CFOL, CDDB, and CADE2 to identify trends, anomalies, and areas for improvement in revenue reporting.
  • Collaborates closely with internal and external stakeholders to interpret findings, ensure consistency in reporting, and implement process improvements that strengthen financial integrity.

To qualify for this position, you must meet the qualification requirements outlined below:
SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband (IR-5) or GS grade (GS-13) in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualified for this position your experience must include:
  • Experience analyzing unpaid assessment accounts, financial data, and operational trends to identify program risks, recommend corrective actions, and improve financial reporting accuracy and program effectiveness.
  • Experience applying federal financial management regulations, Treasury guidance, Internal Revenue Service (IRS) policies, and internal controls to resolve complex financial management or compliance issues.
  • Experience communicating complex financial management requirements, regulations, or procedural guidance to management officials, business units, or stakeholders to ensure compliance and consistent program execution.
  • Experience reviewing and approving reports, analyses, program recommendations, or financial documentation used to support operational decisions and mission-critical business functions.
  • Experience providing technical and administrative oversight of analytical teams performing complex program work, including evaluating performance, ensuring compliance with organizational standards, and integrating policies and methodologies across functions.
  • Experience developing recommendations and corrective actions addressing operational risks, program deficiencies, and organizational performance issues.
  • Directs the work of subordinates performing complex technical work related to development, execution, implementation, and evaluation of program activities that are essential to business operations.
