Seneca Federal Solutions is seeking a Senior Project Manager (federal construction focus) to deliver high‑value technical Critical Infrastructure projects globally in support of U.S. government agencies, including the Department of Defense and the Army Corps of Engineers (USACE).

Succcessful candidates must have one of the following certifications -

  • Project Management Professional (PMP)
  • Certified Construction Manager (CCM)
  • Certified Professional Constructor (CPC)


This role is 100% remote with approximately 30% travel to job sites to conduct site visits for inspections, installation, and start-up activities, lead client meetings, and to assess project progress and compliance. The ideal candidate will reside in an area with convenient access to a major airport. Additionally, access to federal worksites is required for this role. As such, candidates must meet eligibility requirements and successfully pass associated background checks.

Responsibilities include but not limited to:

  • Manage medium to large, full-lifecycle turnkey projects, reporting financials, controlling budgets, streamlining operational functions, and resolving project issues, while meeting stringent deadlines
  • Project Management tasks to include proposal development, management of resources, project budgets and forecasting, and schedule management throughout to project closure
  • Develop and manage a detailed traditional project schedule and work plan
  • Estimate Proposal budgets based on scope of work and resource requirements
  • Provide project presentations to various stakeholders about strategy, adjustments, and estimates to complete
  • Create and maintain strong federal customer relationships
  • Observe and inspect construction activities to ensure project requirement compliance and established quality and safety standards are met

Basic Qualifications:

  • Ten (10) years of project management experience overseeing full lifecycle of medium to large complex multi-year EPC projects within the commercial/industrial construction space (preferably with USACE)
  • Bachelor's degree in Engineering or Construction Management from an ABET-accredited program
  • Safety, Health and Environmental (SHE) Management experience.
  • Advanced proficiency in MS Project and/or Primavera P6.
  • Experience and understanding of commercial/industrial infrastructure design, engineering, manufacturing, and construction processes.
  • Knowledge and experience with:
    • Electrical and Mechanical contracting.
    • Electrical distribution and mechanical cooling systems.
    • Evaluating process piping and refrigeration diagrams.
    • Electrical Single Line Diagrams (SLD's).
    • Communication network diagrams.
  • Project Management Professional (PMP) certification / Certified Construction Manager (CCM) / Certified Professional Constructor (CPC)

Desired Skills:

  • Professional Engineer (PE) license is a plus
  • OSHA or QC certification is a plus
  • Knowledge of SBA and the 8(a) program is highly desired.
  • Experience with of RMS, ProjNet, EM385 and similar Corps specific systems and documents
  • Critical infrastructure and data center infrastructure experience with Electrical, UPS, thermal, battery HVAC, is highly desired
  • Experience using estimation software and tools (e.g., Excel, NavisWorks, Bluebeam, P6, Microsoft Projects, etc.) is recommended
  • Experience in international locations
  • Convenient access to a major airport to accommodate travel
