GENERAL DESCRIPTION:
The State of Wyoming's Enterprise Technology Services (ETS) is seeking a strategic, collaborative, results-oriented Senior Business Relationship Manager (BRM) to serve as a trusted advisor and key liaison between ETS and a portfolio of state agencies. This position plays a key role in advancing the Executive Branch's enterprise technology strategy by building trusted partnerships with agency leaders to understand their missions, challenges, and strategic objectives. The Senior BRM provides expert consultation on enterprise-wide technology initiatives that improve operational effectiveness, minimize costs, and enhance service delivery to both agencies and the citizens of Wyoming.
The Senior BRM is instrumental in translating agency needs into strategic IT initiatives by facilitating communication, identifying opportunities for innovation, and guiding solution development across multiple stakeholders. Beyond aligning business and technology goals, this role drives enterprise collaboration by championing cross-agency initiatives, promoting shared services, and fostering a culture of partnership and continuous improvement. With a focus on long-term value, the Senior BRM helps ensure technology investments are scalable, sustainable, and aligned with the evolving needs of Wyoming's government and its citizens.

Qualifications

Preference may be given to candidates with experience in building and managing strategic relationships with executive leadership such as cabinet level officials and other business stakeholders
Preference may be given to candidates with senior-level experience collaborating with executive leadership/CFOs on IT budget planning, contract negotiation, business case development, and tracking the tangible business value of large-scale technology investments
Preference may be given to candidates with progressive leadership experience operating as a Senior Business Relationship Manager, IT Portfolio Manager, or Strategic IT Advisor within an enterprise technology environment
Preference may be given to candidates with experience evaluating, modernizing, and managing an enterprise application portfolio, specifically with oversight of Cloud and Software as a Service (SaaS) solutions
Preference may be given to candidates with experience implementing or ensuring compliance with IT governance frameworks (e.g., ITIL, COBIT) and enterprise architecture/security across an organization
KNOWLEDGE:
  • Knowledge of IT governance frameworks and enterprise technology governance practices
