Job description

Axyde Analytics is assembling a proposal team for USTDA solicitation 1131PL26R0063, South and Southeast Asia Aviation Infrastructure Project Scoping Mission. This contingent, intermittent role leads the TOR, WBS, schedule, budget and U.S.-export production work package.
WBS responsibilities
• Convert approved findings into project-specific objectives, tasks, methods, inputs, roles, outputs and acceptance criteria.
• Maintain common WBS identifiers across TOR, staffing, schedule, standalone budget and budget narrative.
• Build task-derived labor, travel, survey, data, workshop, testing and subcontract assumptions without double counting.
• Map technical work packages to U.S. supplier categories, outreach records, competitive barriers and implementation timing.
• Perform scope-to-cost, schedule, arithmetic, attachment and status-tracker reconciliation.
Required evidence
• 10+ years of infrastructure project preparation, feasibility-study/technical-assistance scoping or federal proposal delivery.
• Demonstrated TOR/SOW, WBS, schedule, basis-of-estimate, standalone budget or export-impact work.
• Evidence of decision-ready deliverables for U.S. government, DFI or international infrastructure clients.
• Exceptional cross-document control and concise technical writing.
Preferred evidence
• Direct USTDA experience, aviation assignments, U.S.-supplier engagement, IDIQ/task-order or international travel budgeting.
Engagement
Remote and intermittent over a potential four-year contract period, subject to award and individual assignment authorization. Limited international travel may be requested for applicable assignments and will be confirmed separately. U.S. citizenship or lawful permanent residence is required for proposal eligibility. Selection, award, hours and travel are contingent.
