We are seeking an IT Portfolio Analyst to support enterprise IT portfolio planning, governance, reporting, and optimization efforts within a large public-sector technology organization. This role is ideal for someone with PMO, portfolio management, project governance, or IT analytics experience who enjoys turning data into actionable insights and helping leadership make strategic investment decisions.
The IT Portfolio Analyst will work closely with portfolio leadership, project managers, business analysts, and technology teams to monitor portfolio health, evaluate project proposals, analyze resource capacity, and deliver reporting that supports executive decision-making.

Key Responsibilities
• Analyze project proposals for strategic alignment, business value, resource impact, and ROI
• Support project intake, portfolio planning, prioritization, and governance processes
• Track portfolio performance, budget status, schedule adherence, and risk exposure
• Develop and maintain portfolio dashboards, KPIs, scorecards, and executive reporting
• Perform resource capacity planning and utilization analysis across multiple projects
• Conduct cost-benefit analysis and scenario modeling to support portfolio decisions
• Identify project dependencies, risks, conflicts, and bottlenecks
• Prepare executive-level presentations, reports, and data visualizations
• Document portfolio review decisions, action items, and governance outcomes
• Maintain portfolio management tools, standards, templates, and documentation
• Support continuous improvement initiatives related to portfolio management processes and methodologies

Required Qualifications
• Bachelor's degree and 3+ years of IT project, PMO, portfolio management, or related experience
OR
• 5+ years of relevant IT project or portfolio management experience
• Strong Microsoft Excel skills including Pivot Tables, VLOOKUP/XLOOKUP, and data analysis
• Experience creating dashboards and reports for leadership teams
• Knowledge of Agile, Waterfall, and project management best practices
• Ability to analyze budgets, forecasts, resource utilization, and project performance metrics
• Strong written and verbal communication skills
• Ability to work effectively with executives, project managers, business stakeholders, and technical teams

Preferred Qualifications
• Experience with Power BI, Tableau, or similar reporting and visualization platforms
• PMO or portfolio management experience
• Experience supporting project governance and portfolio review processes
• Knowledge of budgeting, variance analysis, ROI, NPV, and investment decision models
• Experience with portfolio management tools such as Planview, Clarity PPM, ServiceNow ITBM, Smartsheet, or Microsoft Project Online
• CAPM, PMP, PMI-PBA, or related certifications
