The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition. #MC
Responsibilities
We are seeking an Other Transaction Authority (OTA) Contract Support Analyst to join our defense contracting team. In this role, you will help our client manage contractual discussions with OTAs.
Key Responsibilities may include:
  • Track OTA Opportunities: Research avaiable OTAs to understand which will be best suited for different projects for the client.
  • Manage Milestones: Track project deadlines and technical goals to make sure our investments are on schedule.
  • Coordinate Partners: Work with stakeholders including university labs, suppliers, and sub-contractors to build strong teams for large projects.
  • Monitor Regulations: Review government requests to ensure our proposals follow specific OTA guidelines instead of standard FAR rules.
  • Position will be remote but ability for some travel is required.

Qualifications
Required Skills and Qualifications
  • OTA Experience: At least 2-4 years of experience working with OTA agreements or defense consortiums (like ATI or NSTXL)
  • Proposal Writing: Strong skills in organizing and editing business proposals and technical documents
  • Fast Learner: Ability to quickly understand new, complex technical ideas and adapt to a fast paced work environment

Education and Security Requirements
  • Degree: Bachelor's degree in Business, Engineering, Law, or a related field
  • Clearance: Must hold, or be able to obtain and maintain, an active DoD Secret Security Clearance (Active Secret highly preferred)
