Budget Analyst

Position: Overview
The Budget Analyst supports CMS CCSQ's portfolio budgeting efforts, analyzing CMS budget data and linking funding to program activities and outcomes across CCSQ's portfolio of quality reporting and payment programs. This role develops reporting and decision-support insights that improve transparency and help CMS leadership align resources with priorities and mission objectives. The Budget Analyst works closely with the Portfolio Manager, Program Managers, and ISG leadership to ensure financial data is accurate, actionable, and integrated into program planning and governance processes. The position supports business intelligence and reporting activities by developing and maintaining Power BI dashboards, analyzing financial data, and helping translate technical data into meaningful business insights.
Key Responsibilities
Budget Analysis & Reporting
· Develop and maintain Power BI reports and dashboards that support portfolio budgeting, financial reporting, and executive decision-making.
· Analyze, validate, and interpret financial and operational data using Power BI, Excel, and other reporting tools to identify trends and support data-driven decisions.
· Analyze CMS budget data to identify trends, variances, and opportunities for improved resource alignment across CCSQ programs and LOBs.
· Develop budget reports, dashboards, and decision-support materials that provide CMS and ISG leadership with clear visibility into funding status, obligations, and expenditure projections.
· Support preparation of financial summaries, executive briefings, and portfolio-level budget presentations for ISG and CMS leadership.
· Track and report on CMS budget obligations, burn rates, and remaining balances across CCSQ programs and LOBs.
Portfolio Budgeting Support
· Support CMS's portfolio budgeting effort by linking funding data to program activities, milestones, and strategic priorities.
· Coordinate with the Portfolio Manager and Program Managers to ensure budget data reflects current program plans and is aligned with portfolio governance processes.
· Assist in maintaining budget models, forecasting tools, and financial tracking artifacts in CMS-approved platforms.
· Support integration of financial data into portfolio dashboards and program management reporting.
· Assist with maintaining data models and reporting solutions that support portfolio budgeting and financial reporting.
Stakeholder Support & Coordination
· Coordinate with CMS and ISG stakeholders to gather, validate, and reconcile budget data.
· Support responses to ad-hoc financial data requests from ISG leadership and Government stakeholders.
· Maintain financial documentation and audit trails in accordance with CMS requirements.
· Participate in program planning activities and ensure financial inputs are incorporated into program plans and risk assessments.
· Work with technical and business stakeholders to understand reporting requirements, validate data sources, and support the development of financial reporting solutions.
Required Qualifications
· Bachelor’s degree (BA/BS).
· 3+ years of experience in budget analysis, financial management, or program finance roles.
· Experience using Microsoft Power BI to develop reports, dashboards, and data visualizations that support financial and business decision-making.
· Working knowledge of Microsoft Power BI, including report development, data transformation, and visualization capabilities.
· Experience with data visualization tools (e.g., Power BI, Tableau) for financial reporting.
· Proficiency with Microsoft Excel and financial reporting tools.
· Experience working with federal budget processes, appropriations, and program funding structures.
· Strong analytical skills; ability to work with large data sets and translate financial data into clear, actionable insights.
· Strong written and verbal communication skills; ability to present financial information to non-financial audiences.
· Experience working in a federal IT or government contracting environment.
· Experience analyzing large datasets and identifying trends to support budget and portfolio reporting.
· Familiarity with relational data concepts and the ability to work with technical data models and structured queries (e.g., SQL) to support reporting and analysis.
Preferred Qualifications
· Prior CMS, HHS, or CCSQ/ISG experience strongly preferred.
· Familiarity with CMS budget and financial management systems.
· Experience supporting portfolio budgeting or similar portfolio finance functions in a federal environment.
· Familiarity with SAFe or Agile program environments.
