Duties
Help
  • Prepares technical and summary exhibits for inclusion in the BES and President's Budget submissions.
  • Prepares final agency budget documents for printing and delivery to OSD/OMB, Congress and the public.
  • Writes programming and budgeting policy directives, including the agency Financial Management Manual, necessary to effect improvement in the effectiveness and efficiency of agency financial operations.
  • Monitors and tracks costs, obligations, expenditures, and work-year limitations for assigned accounts.
  • Determines the propriety and cost effectiveness of funding requests.
  • Manages contractors and is able to perform Contracting Officer Responsibility if assigned to do so.

  • Obtain/Maintain Financial Management Certification Level III.
  • Must be able to obtain/maintain security clearance

Qualifications
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service.
Specialized Experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Experience developing and implementing budget processes for the formulation, justification, and execution of an organization's general fund and Defense-Wide Working Capital Fund (DWCF); AND managing projects and working with colleagues on financial and budget-related matters; AND including experience serving as a Contracting Officer Representative (COR), ensuring contractor performance and compliance with all applicable regulations.
You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
Education
There is no substitution of education for specialized experience at the GS-14 grade level
