To support our mission, the Health Research and Analytics (HRA) business line is currently seeking a Senior Clinical Quality Measurement Scientist.
As a senior-level scientist at Battelle, the Social Scientist IV will provide scientific and technical leadership for consensus-based endorsement and maintenance of health care clinical quality measures. This role leads multidisciplinary teams responsible for evaluating measure importance, scientific acceptability (validity and reliability), feasibility, and use in accountability and improvement programs.
The Social Scientist IV serves as a technical authority on clinical quality measurement and the endorsement and maintenance lifecycle, providing guidance to measure developers, federal agencies, and other health care quality stakeholders nationwide. The position requires regular engagement with federal partners, patients and patient advocates, health care quality leaders, and measure developers to facilitate transparent, evidence-based consensus decisions.
Qualified candidates will be established clinical quality measure developers or evaluators with demonstrated expertise in endorsement and maintenance processes and experience leading multi-stakeholder consensus committees.
This position is based in Baltimore, MD; remote candidates will be considered.
Responsibilities
  • Applies multidisciplinary social science skills, compliance, knowledge, and project management experience to design research studies
  • Determines the appropriate analysis methods, identifies problems, and develops and implements solutions to complex problems.
  • Conducts, designs and/or leads social science research and applies quantitative and qualitative theories, methods, and techniques across social sciences to analyze human, organizational and social phenomena and to address emerging and prevailing societal issues concerning energy, environment, technological innovation, health and human safety, national defense and security, and public policy.
  • Areas of research include sociology, psychology, behavioral science, computational social science, economics, political science, human geography, demography, anthropology, history, linguistics, and law.

Responsibilities
  • Lead the planning, execution, analysis, and delivery of technical work related to clinical quality measurement, including coordination of project resources, schedules, deliverables, and cross-project dependencies
  • Facilitate and lead multi-stakeholder advisory and recommendation committees, guiding deliberations and driving evidence-based consensus on endorsement, maintenance, and related recommendations for clinical quality measures.
  • Provide technical assistance and methodological guidance to measure developers and health care quality stakeholders on measure development, evaluation, and refinement across the endorsement and maintenance lifecycle.
  • Represent Battelle in scientific conferences, peer review panels, and professional forums; contribute to peer-reviewed publications and technical reports to advance the field of health care quality measurement and enhance organizational visibility.
  • Support business development activities related to health care quality measurement programs, including shaping scientific approaches, contributing to capture strategies, and supporting proposal development for major opportunities.

Key Qualifications
  • 8+ years of experience developing clinical quality measures, with a demonstrated record of successfully advancing measures through endorsement and maintenance processes.
  • 5+ years of experience supporting federally funded contracts, including work with large, complex health or health care quality programs.
  • Master's degree or higher in health administration, public health, pharmacy, health informatics, or another related health field.
  • Experience working with the Centers for Medicare & Medicaid Services (CMS) or CMS-funded quality measurement initiatives.
