Job description

Summary
About the Position: Red River Army Depot (RRAD) is located in northeast Texas, 19 miles west of Texarkana and approximately 170 miles northeast of Dallas. RRAD is near the corners of 4 states - Arkansas, Louisiana, Oklahoma and Texas. The depot's enormous maintenance mission includes the repair, rebuild, overhaul and conversion of tactical wheeled vehicles. Duties
Help
  • Serve as principal advisor and consultant to the RRAD Commander and manages the Equal Employment Opportunity (EEO) Program for the Depot and tenant activities employing approximately 3,000 employees.
  • Develop and assure effective implementation and administration of plans of action for the EEO program.
  • Receive and process informal and formal complaints of discrimination with the exception of those involving the Equal Employment Manager, Deputy Commander or the Commander, which are referred to TACOM.
  • Select, designate, and provide continuous training to EEO Counselors.
  • Direct the development and evaluates the effectiveness of installation Special Emphasis Programs (SEP) to include Federal Women's Program, Black Employment Program, Hispanic Employment Program,
  • American Indian/Alaskan Native, Asian/Pacific Islander, Program for Individuals with Disabilities, and Disabled Veterans Affirmative Action Program.
  • Represent the Depot in contacts with community elements interested in civil rights/equal opportunity, keeping them informed of plans of action and program achievements, soliciting their recommendations for program improvement and
  • seeking their support for such activities as recruitment, out-placement and manpower development
  • Plan work to be accomplished, interprets policy, procedures and establishes priorities.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain appropriate security clearance for access to Depot Production Computer System.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position requires a successfully completion of the Civilian Education System Course and the Supervisory Development Course within 12 months in the position.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Position may be filled as a time-limited promotion not to exceed (NTE) 1 year by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Position may be made permanent without further competition.

  • Current Department of Army Civilian Employees

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes 1) Conducting barrier analysis studies for affirmative employment programs; 2) Investigating discrimination complaints in accordance with regulatory guidance; and 3) Tracking reasonable accommodation requests for individuals with disabilities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
