The Colorado State Board of Land Commissioners manages Colorado's state trust land assets.
The agency's mission is to earn reasonable and consistent income over time by managing the assets in a manner that preserves the long-term productivity and value of the land, minerals, and improvements. The Transactions and Records Service (TRS) business unit is responsible for the processing of all State Land Board revenue generating contracts (leases, rights-of-way contracts, real estate, renewable energy, minerals, etc.). TRS builds, manages, and maintains contracts for 7,200 mineral and surface contracts (aka leases) which carry unique terms and conditions
This main function includes drafting contracts; approving and maintaining contract templates; processing and determining processing steps of applications to fully executed contracts; compiling and managing contract files; and assembling and administering bond and insurance compliance requirements of the State Land Board (SLB). The unit is responsible for ensuring all necessary documents have been executed within parameters set by the SLB and are in compliance with Board policies and procedures and state and federal law. This position is a part of the Transactions and Records Services team supporting the State Land Board's Stewardship Program, including the Stewardship Trust, Ecosystems Services, and Biodiversity. The policies, guidelines and procedures that support the successful running of the program and cooperation/coordination across all programs benefit from clear, concise, organized business materials, agreements and contracts. The position is responsible for these administrative functions of the Stewardship Program and Ecosystem Services.
The position uses established processes, records management protocols, and data guidelines to collect, add value to and manage stewardship-related records and information including monitoring and inspection reports, photographs, lease information, GIS data, etc. The software tools used to accomplish Stewardship and Ecosystem Services Program responsibilities include a NetSuite customization called ATLAS, Laserfiche, Microsoft and Google products, Adobe, DocuSign, ArcGIS, and the division website. These systems are inter connected and are required to perform the duties of this role.
The position engages in identifying opportunities for process improvement with lean concepts and principles, and contributes to TRS projects on an ongoing basis.The position works as a member of the TRS team to facilitate the setup and execution of meetings of the Board of Commissioners including Board packet preparation, meeting setup, and meeting logistics. Success in Board meeting operations facilitates smooth operations of all other functions of the TRS team and the division. Minimum Qualifications: Three (3) years of experience in administrative support functions similar to data entry and management, files management, recordkeeping, grant management, report creation, and support of program staff. At least two (2) of the years of experience should have been earned while supporting work in natural resources, environmental or ecological sciences, or similar fields. - OR - A combination of related education and/or relevant experience in an occupation related to the work assigned equal to three (3) years.
Related degrees would include studies in business administration, natural resources management, environmental studies, and ecology or closely related.
